Africa Consolidated Custom Clearing And Forwarding Partner
Orica EMEA intends to consolidate its custom clearing for sea, road and air cargo under one partner for its African operations. The intent is to have a single setup for custom clearing and duty payment for its 10 operating countries across Africa, as listed below:

ORICA EMEA seeks a qualified, experienced customs brokerage & freight forwarding company to provide customs clearance in a cost-effective manner.
ORICA EMEA will select a freight forwarding agent/company to provide the below mentioned services to ensure effective and efficient delivery of goods and equipment.
ORICA EMEA intends to enter (directly or through its Affiliates) into an agreement with the selected agent/company for a period of two years with a possibility for extension.
Orica EMEA invites prospective bidders (Offerors) to submit their Expressions of Interest on their letterhead via the email address below. The closing date for the submission of the Expression of Interest is 20th August 2024 18h00.
The Offerors who seek to express interest must demonstrate their capacity by presenting the qualification requirement listed below:
Qualified Offerors will be issued with the Request for Proposal (RFP) with further details and requirements, and those who do not qualify will also be notified.
The deadline for submission of Technical and Commercial proposal shall be 20th September 2024.
The evaluations process shall be in 4 processes. The Offerors will have to pass each of the stages before being considered for the final stage where the contract will be awarded.
Stage I Preliminary Criteria -Offerors must submit valid documentation as requested to pass this stage. Offerors who fail to submit substantial evidence to prove their eligibility/qualification’s proposals will not progress from this stage.
Stage II Technical Evaluation (50%) – This stage will be rated 50%. Offerors must submit the eligibility requirement indicated to prove their technical capacity. Score will be allocated by the evaluation team based on the documentary evidence presented at this stage.
Stage III Financial Evaluation (50%) – The lowest Offerors shall be rated (15%). Favorable Payment Terms shall be rated (20%). Financial Standing shall be rated (10%) and Credit with Customs Regime shall be rated (5%).
Note: if a local Tanzania bid, is 10% higher than a foreign bidders bid, the local Tanzanian company will be evaluated as the lowest bid.
Stage IV Negotiations: When necessary, negotiations will be conducted with the 0fferor(s) who will be rated high after the 1st three stages on their offer or on their proposed deviations to the draft T&Cs that have been submitted in accordance with the RFP documents.
