Job Description
Background
The Trust is a newly established nation-wide non-profit independent institution whose purpose is “…to serve as a catalyst for mobilizing long-term sustainable financing for conservation of biodiversity, sustainable use of natural resources, mitigation of and adaptation to climate change challenges and the relief of distress to the public due to pressure on critical ecosystems and landscapes in Tanzania or otherwise affecting the people of Tanzania”. Its primary role is managing donor funds and making grants to Tanzanian entities to implement activities which further its purposes. It intends to play a significant role in managing private sector offset funding required as a consequence of industry activity, as well as managing funding streams from donor organizations who require these funds to be managed by non-profit and independent entities. It is governed by a multi-sector Board of Trustees and intends to maintain close relationships with relevant government departments and assist the nation in meeting its national, regional and global environmental and climate obligations.

Responsibilities
The Finance and Administration Manager oversees the financial operations of the Trust under the direct authority of the Chief Executive Officer. The Finance and Administration Manager is responsible for ensuring the integrity of the Trust’s accounting systems and processes, its bank accounts, cash flow management, financial forecasting and financial reporting, contracting (including the financial aspects of grant making) and procurement, and for ensuring that the Trust is in compliance with Tanzania laws and regulations and well as the terms of contracts with clients and funders. The Finance and Administration Manager reports to the CEO and may be required to liaise directly with any Board committee established to oversee the Trust’s finances and financial operations. An individual with suitable experience who has demonstrated a thorough mastery of the requirements of managing the Trust’s finances may be given responsibilities with respect to day-to-day administration, with a corresponding adjustment of title and terms of employment. The Finance and Administration Manager is bound by the Trust’s policies with respect to conflict of interest.

The Finance and Administration Manager’s specific responsibilities include:
1. Financial Management
• Oversee the Trust’s accounting and other financial systems (payroll, payment, procurement, and grants finances, among others). Ensure financial and related data is regularly entered, updated and reconciled.
o Ensure financial software is up-to-date, particularly with respect to security and integrity of systems.
o Ensure payroll is run in a timely manner in compliance with Tanzanian labour law.
• Implement the Trust’s financial management policies and ensure the Trust complies with international accounting principles and the laws of the Republic of Tanzania with respect to financial management and reporting.
• Oversee the Trust’s banking relationship, in compliance with the Trust’s financial management policies and delegated authorities. Ensure the CEO and Board are aware of all Trust accounts and the balances of each. Ensure that all banking transactions are in conformity with Tanzanian law.
• Oversee Trust and project audits. Ensure that external auditors have access to all relevant information. Inform CEO and Board of audit findings and proposed steps to address deficiencies.
• Oversee payroll, in compliance with the Trust’s personnel/HR policies and Tanzanian law. Oversee payments for contractors/consultants in accordance with contractual obligations and law.
• Oversee procurement, in compliance with the Trust’s policies and relevant law. Ensure that procurement advances the legitimate interests of the Trust. Ensure adherence to the Trust’s policies with respect to conflict-of-interest and self-dealing.
• Oversee petty cash and Trust credit cards and similiar accounts (if any). Ensure receipts are provided and approved in a timely manner, that spending limits are enforced, that credit card users (if any) review and justify purchases in a timely manner.
• Ensure the Trust is in compliance with its policies, Tanzanian law, and the provisions of contracts and other commitments, with respect to financial transparency, know-your-client, anti-fraud and anti-corruption, terrorism financing and related matters.
• Monitoring cash flow, accounts receivable and payable, financial data entry. Prepare and update budgets, for the institution as a whole and individual projects as required.
• Prepare monthly, quarterly and longer term financial reports and projections for review by the CEO and Board; ensure the Trust’s Annual Financial Reports are accurate and submitted on time.
• At the CEO’s direction, prepare budgets associated with projects, contracts, proposals and other submissions to clients and donors/funders. Assist the CEO as requested in financial negotiations with third parties and other fundraising and/or revenue generation activities.
• Oversee implementation of financial policies regarding travel, accommodation, per diem, expense reimbursement and similar policies and procedures.
• Supervise accountants and data entry staff or contractors, as assigned.
2. Grant Management
• Along with the Program Manager (or similarly titled individual) oversee the financial aspects of grant making, ensuring that funds are transferred to grantees, contractors and other implementing partners, that Trust funds are accounted for in a timely manner, that grantee/contractor expenditures of Trust funds comply with the terms of grant agreements and contracts.
• Assist program staff as necessary in tracking budgets, reviewing grantee/contractor financial reports, and resolving challenges related to grant making finance which may arise.
• As necessary and requested by the CEO, assist in developing grantee financial competencies required to manage Trust funds.
3. Administration
• Oversee day-to-day Trust administrative matters, including, but not limited to:
o negotiating leases and service agreements (security, cleaning, maintenance); ensure office safety;
o oversee office equipment and supplies;
o overseeing Trust vehicle usage, maintenance and safety and compliance with Trust (and client) policies;
o oversee ICT (internet, phone, software purchase/licenses) and implementation/ enforcement of policies related to ICT, data security and related matters.
• Oversee or assist in overseeing personnel management, including as assigned:
o supervise junior staff (drivers, cooks/cleaners, security) and other administrative staff (admin assistants, secretaries, receptionist(s);
o oversee and implement policies with respect to leave, overtime, tardiness/absence, remote work, and related policies;
o assist the CEO in ensuring that personnel policies are applied appropriately, and that the Trust work environment is free of harassment.
4. Other Duties
• Perform such other duties as may be specified by the CEO, consonant with the responsibilities of the Finance Manager of a Tanzanian nonprofit Trust and of a conservation trust fund run in accordance with international best practices.

Requirements
• Bachelor’s degree in finance, accounting or related field and a minimum of 8 years of relevant experience. Certified Public Accountant (CPA) or equivalent qualification.
• Strong understanding of Tanzania financial regulations, including relating to international financial transactions. Ability to quickly master provisions related to trusts, NGOs, and grant making institutions.
• Demonstrated progression in financial leadership and supervisory roles with at least three years of experience managing the finances of a non profit organization, preferably with a mix of funding sources, including from international donors/clients.
• Strong knowledge of: general ledger, banking, accounting, budgeting, accounts payable & receivable, fixed assets, petty cash management and similiar functions.
• Thorough understanding of non profit accounting and Generally Accepted Accounting Standards (GAAP).
• Proficient in the use of financial software programs and Microsoft Office applications.
• Experience with procurement, contracting, conflict-of-interest management, anti-fraud and other provisions.
• Ability to prioritize multiple tasks and balance day-to-day tasks with strategic, long-term goals and timelines.
• Adept at presenting complex financial information in a clear manner to board members, senior management, staff members and others.
• Experience supervising staff, developing job descriptions, monitoring performance and conducting performance reviews
• Experience with office management, oversight of leasing, maintenance & security, vehicles management, office supplies, etc.
• Experience with ICT, data protection and related provisions.
