Introduction
The International Labour organization with a funding from the Irish Government is embarking on the implementation of a programme named Inclusive Growth, Social Protection and Jobs Programme (IGSPJ Irish Aid/ILO). Over the period of 5 years (December 2016 until December 2021), the IGSPJ Irish Aid/ILO Programme overall goal is to ensure that national governments use appropriate, well designed and well managed social protection measures and employment promoting approaches to the delivery of public investments in order to promote resilience, access to services and employment opportunities for poor and vulnerable people, contributing to inclusive economic growth. The Programme will cover five countries under the responsibility of ILO Lusaka Office for Zambia, Malawi, Mozambique (CO-Lusaka); Tanzania under the ILO Country Office for the United Republic of Tanzania, Kenya, Uganda, Rwanda and Burundi (CO-Dar es Salaam) as well as Vietnam under the ILO Country Office for Viet Nam (CO-Hanoi).
The programme has two Components, namely, social protection and employment intensive public investment. The selection of the two components is premised on the fact that social protection and public investments in employment programmes offer the potential for an integrated approach to investing in human capital and contributing to the interrelated and mutually supportive strategic objectives of promoting the right to work and ensuring universal social protection floors. The key outcomes of the two components are, among others:
Increasing the share of public investments that goes to employment and social protection programmes;
Building an adequate institutional framework/capacity with sufficient budgetary resources to achieve highest impact on job creation and social protection coverage, and;
Enhancing monitoring and evaluation systems, improved data collection and distribution to enable realistic analyses and decision-making at all governance levels.
Under this project, Tanzania is implementing one of the components namely strengthening the national capacity for the planning, implementation and monitoring of employment-intensive public works. The Government of Tanzania and its cooperating partners are implementing the Public Works Program as a safety net intervention under Productive Social Safety Net (PSSN) programme implemented under Tanzania Social Action Fund (TASAF). The PSSN objective is to ensure timely and predicable transfers to poor households to enable to earn additional income through their participation in public works activities during lean season while creating quality community assets, imparting technical and vocational skills and addressing the impact of climate change. To this end the ILO together with TASAF and its partners conducted an assessment of TASAF PSSN Public Works Programme Component using ISPA-PWP Assessment Tool. The ILO Employment Intensive Investment Programme (EIIP) is addressing the recommendations of this assessment for the continuous improvement of the TASAF PSSN Public Works Programme.
Reporting line
Under the overall responsibility of the Country Director for ILO Country Office for the United Republic of Tanzania, Kenya, Uganda, Rwanda and Burundi (CO-Dar es Salaam) – the Finance and Administration Assistant will directly report to the National Programme Coordinator (NPC) for Employment Intensive Investment Programmes based in the CO-Dar es Salaam.
Description of Duties
Required qualifications
Education: Completion of secondary school education, plus formal training in accounting, finance or business administration from a recognized commercial school or equivalent.
Experience: Six years of progressively accounting clerical financial and administrative work, and some training in an administrative field.
Languages: Excellent knowledge of English and Kiswahili is required.
