JOB DETAILS:
Making Cents International is recruiting for a Chief of Party (CoP) for an anticipated Task Order under the Compliance and Capacity to Support Diverse Partnerships (CCSDP) IDIQ to support capacity strengthening of local organizations in Tanzania. The CoP will be responsible for supervising the implementation of the Work Plan, providing quality control of products and services prepared by the Contractor’s team and subcontractors, and providing expert guidance to USAID. The CoP will serve as the principal liaison with USAID staff, local institutions, and other stakeholders to exchange information and develop professional relationships, including verbal and written presentations as requested by the Contracting Officer or the Contracting Officer’s Representative to varied audiences.
This position is contingent upon winning a contract award.
Responsibilities:
Financial Management:
• Develop and maintain financial policies and procedures that comply with USAID regulations and local laws.
• Oversee budget preparation, financial planning, and forecasting to ensure project financial health.
• Monitor project expenditures, ensuring alignment with the approved budget and funder requirements.
• Prepare monthly, quarterly, and annual financial reports in accordance with USAID requirements.
• Support internal and external audits, providing necessary documentation and responding to audit queries.
• Maintain an organized filing system of financial records to ensure easy retrieval and compliance with audit requirements.
• Ensure accurate recording of transactions in financial systems and timely reconciliation of accounts.
Procurement and Compliance:
• Manage all procurement processes, ensuring compliance with USAID procurement regulations.
• Develop procurement plans to support project activities and ensure timely acquisition of goods and services.
• Oversee procurement documentation, vendor selection, contracting, and performance monitoring.
• Conduct market research and cost analyses to support procurement decisions.
• Maintain an up-to-date inventory of project assets, ensuring proper tagging, storage, and disposal as needed.
Risk Management:
• Implement and monitor internal controls to minimize financial and operational risks.
• Ensure compliance with local laws, USAID regulations, and project policies.
• Monitor exchange rate fluctuations and their impact on project finances, taking appropriate action as needed.
Capacity Building:
• Provide training and support to local partners and staff on financial management and procurement procedures.
• Strengthen the financial and procurement capacity of local organizations to enhance their ability to manage USAID-funded projects.
Qualifications:
• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. Master’s degree preferred.
• Minimum of 7 years of experience in financial management, accounting, and procurement, preferably with USAID-funded projects.
• Fluency in English and French; knowledge of local languages in the DRC is a plus.
• Strong knowledge of USAID financial management policies, procurement rules, and regulations.
• Experience in financial capacity building and working with local partners in development contexts.
• Proven ability to develop and manage budgets, financial forecasts, and financial reports.
• Proficiency in financial software.
• Strong interpersonal skills and the ability to work effectively in a multicultural team environment.
