About INRM:
The Integrated Natural Resource Management (INRM) activity provides on-demand support services and technical assistance for the United States Agency for International Development (USAID) Missions, Bureaus, and Independent Offices, and is managed by the Center for Environment, Energy, and Infrastructure (EEI) in the Bureau for Development, Democracy, and Innovation (DDI). INRM supports integrated analysis and programming across development sectors. By using a multi-sectoral lens, INRM seeks to strengthen the impacts of USAID’s core environmental programming by recognizing synergies, adopting best practices, and building broader constituencies for integrated programming. The activity is designed to help USAID operating units achieve higher impact environment programming and to support the uptake of principles and approaches outlined in the Agency’s Environmental and Natural Resource Management Framework.
Activity Background:
Mobile Applications to Secure Tenure (MAST) is a participatory approach that allows communities to document and secure their land and resource right s. The MAST approach has proven to increase women’s and other marginalized groups’ land tenure security. In Tanzania, conservation NGOs are testing MAST to clarify and improve land governance in pursuit of environmental and development objectives aimed at improving natural resource management , from wildlife conservation to mapping water rights. The MAST approach has been critical in promoting gender equality and women’s empowerment across sectors. The cross-sectoral uptake of MAST presents an opportunity for Missions with biodiversity conservation and other natural resource management (NRM) portfolios to use MAST to support gender equitable land and resource governance in ways that meet the objectives of USAID’s Biodiversity Policy. The activity will replicate and extend this uptake, by articulating a use case for MAST as a participatory tool for advancing conservation goals, and by updating existing MAST resources, to make it easier for Missions and other stakeholders to use MAST to support gender integration.
Activity Description:
INRM will implement an 18-month activity that elevates and positions MAST as a critical LRG tool for achieving biodiversity conservation and other environmental goals, while promoting the meaningful participation of women and other vulnerable groups. This activity will increase the uptake of MAST by USAID Missions and implementing partners, with the end goal of improving the sustainability, equity and effectiveness of NRM and biodiversity conservation programming.
The objectives of this 18 - month activity are as follows:
• Objective #1: Articulate the value of, and opportunities to use MAST in supporting equitable integrated NRM and biodiversity conservation programming.
• Objective #2: Increase the uptake of MAST as an approach that helps USAID Missions integrate gender into NRM and biodiversity conservation results frameworks
• Objective #3: Improve the rate at which women, youth, local communities, Indigenous Peoples, and other vulnerable groups participate in and benefit from land and resource governance activities.
The activity will include a pilot component, in which USAID will seek to deploy MAST in a gender-responsive manner and for the purposes of promoting biodiversity conservation objectives. Western Tanzania is one of two regions selected for piloting.
Position Description:
Prior to the design and launch of the pilot, INRM is seeking a local consultant to support INRM’s Gender and Social Inclusion Specialist to conduct a gender analysis in select communities in Western Tanzania. The consultant will use participatory action research to conduct in person focus group discussions in the selected communities. The consultant will also conduct key informant interviews. The consultant will produce detailed notes of the FGDs and KIIs and do some initial analysis and synthesis of the data. The analysis will be used to contribute towards a comprehensive gender analysis with recommendations to inform the design and implementation of a MAST pilot activity in Tanzania. The consultant will be required to contribute towards the development of the gender analysis report and recommendations that will inform the design and implementation of the pilot activity, including recommendations for site selection for the pilot.
Responsibilities:
• Accompany the DAI team in early March for some initial consultations in Western Tanzania
• Work with the INRM Gender Equality and Social Inclusion Specialist to develop and adapt data collection tools
• Identify relevant KIIs according to the key stakeholder groups identified in the Gender Assessment Design document, conduct some KIIs in person
• Recruit focus group participants and conduct FGDs
• Produce detailed notes of KIIs and FGDs
• Analyze and synthesize KII and FGD data and produce a summary for inserting into the Gender Analysis report
• Contribute to the Gender Analysis report, including providing written inputs for the recommendations section and recommendations for site selection for the pilot
• Maintain clear and regular communication and collaboration at agreed upon milestones with INRM staff and inform the INRM team of any risks, problems, or challenges in a timely manner
Qualifications:
• Master’s degree in international development, social sciences, environmental sciences, or related field
• Minimum 10 years gender equality and social inclusion experience, preferably at the intersection of one or more of the following areas: land tenure, biodiversity, conservation, natural resource management
• Experience conducting gender analysis, conducting key informant interviews, and facilitating participatory focus group discussions (FGDs)
• Experience /familiarity with USAID domains for gender analysis
• Excellent analytical, and writing skills
• Fluency in English and Swahili required
