Duties and Responsibilities
Under the dual supervision of the UN Women Programme Specialist Leadership and Political Participation and the UNDP Chief Technical Advisor for the Legislative Support Project. the Gender Specialist will support the integration of gender equality and empowerment in the Legislative Support Project ll. Sherhe works in close collaboration with the Legislative Support Project ll and UN Women WLPP program team, National Assembly, Government officials and other key stakeholders for the successful implementation and achievement of planned results under his/her portfolio. The main tasks of the Gender Specialist will be to support the implementation of Output 5 of the Legislative Support Project II and ensure effective mainstreaming of gender in all other components of the Legislative Support Project II to enhance National Assembly effectiveness and inclusiveness in fulfilling its constitutional mandate.

The Gender Specialist will perform the following tasks:

Advisory Services

  • Provide high quality technical and strategic policy advice to the Legislative Support Project ll, on effective implementation of programmes and initiatives on gender mainstreaming in the National Assembly; and
  • Advise on the continued alignment of the Legislative Support Project ll with gender-related international and national commitments and goals.

Analysis

  • Undertake periodic gender analysis of various issues identified in the Gender Audit and Assessment and develop specific gender profiles for the National Assembly:
  • Facilitate sex-disaggregated data collection for Legislative Support Project ll.
  • Ensure and make available existing gender tools and frameworks with clear performance targets and indicators;
  • Coordinate systematic gender analysis and contributions for the full range of National Assembly. national and UN policy, planning, assessment and programme documents.

Programme Development and Monitoring

  • Support the implementation of the Gender Strategy and Action Plan.
  • Support the implementation of Output 5 of the Legislative Support Project ll including designing training tools and conducting various trainings on gender equality and women's empowerment principles to the National Assembly;
  • Coordinate, monitor and provide support towards the achievement of gender equality targets, aggregating results to inform programme and policy interventions at the National Assembly and contribute to UN Women and UNDP corporate reporting requirements:
  • Coordinate mentorship of the National Assembly Legislative Support Project ll team on gender mainstreaming and programming including the Legislative Support Project ll secretariat. the Gender Desk. clerks of parliamentary committees and management team;
  • Develop a mechanism to track and monitor progress on gender mainstreaming in Legislative Support Project II;
  • Support designing and formulation of programmer project proposals and initiatives related to support to the National Assembly.

Developing Partnerships and Networks

  • Coordinate with and involve the Gender National Machinery (Ministry of Health, Community Development, Elderly, Gender and Children} and Women's Rights Organizations in key aspects of Legislative Support Project II and ensure that all information and outreach activities and resources of the project target and involve both women and men;
  • Develop and strengthen partnerships with existing national and international initiatives. especially those that focus on gender equality and women's empowerment principles including initiatives with Inter
  • Parliamentary Union (IPU), Pan African Parliament. SADC Parliamentary Forum and East African Legislative Assembly.’
  • Identify opportunities for strategic partnerships with national research and academic institutions working on gender issues at the country level and establish linkages with UN Women global initiatives such as the UN Women training Centre.

Advocacy and Leadership

  • Coordinate and oversee the development of advocacy material to promote gender mainstreaming within the National Assembly;
  • Conduct periodic reviews of progress towards the implementation of Output 5 and gender mainstreaming in all other aspects of the Legislative Support Project ll:
  • Advice UN Women and UNDP LSP project team on key achievements, messages and advocacy opportunities for which there may wish to engage strategically.

Knowledge Management:

  • Promote good practices and lessons learned and organize meetings to draw lessons on issues of gender mainstreaming in the Legislative Support Project ll;
  • Facilitate the utilization of localized international best practices on gender mainstreaming and programming to be applied in the Legislative Support Project ll. and document and share information and knowledge coming out of this project;
  • Ensure the documentation of good practices, the preparation of policy papers and guidance notes gender mainstreaming and programming.

Required Skills and Experience

Education:

  • Masters degree in law, political science. Gender /women’s studies, international development.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, Planning, implementation, monitoring and evaluation of programmes on gender equality and women's empowerment.’
  • Technical experience in gender mainstreaming in the National Assemblies’' Parliaments:
  • Experience coordinating and liaising with government agencies and for donors is an asset:
  • Experience working in the UN System is an asset:

Language:

  • Fluency in English and Swahili is required:
  • Working knowledge of another official UN language is an asset:
