Airswift is seeking a HR Manager to work on a 12 – month’s renewable assignment in Dar Es Salam, Tanzania with a major Engineering, Procurement and Construction Company.
Brief Job Overview
The HR Manager is a reputational critical role to Worley and has a remit for the entire geographical spread of EPcmC activities in both Tanzania and Uganda. The HR Manager in conjunction with senior management and supporting functions will be responsible for the effective and efficient implementation of the Worley system, Human Resource Management Plan, supporting plans, policies and procedures and ensuring compliance with labour laws. Primary duties will include the development, implementation and maintenance of key controls and supporting documents to successfully implement the role.

The HR Manager reports directly to the Site Services Manager and functionally jointly to the Worley corporate HR Manager. The role will work closely with a variety of internal and external stakeholders:

In brief the role includes:
• Developing and implementing HR strategies and initiatives aligned with the overall business strategy
• Bridging management and supporting external agencies and local partners with their employee relations by addressing demands, grievances, or other issues.
• Oversight and liaison working in partnership within country Talent Acquisition Lead in the recruitment progress and processes which are provided by local agencies and local partners
• Supporting the external subcontractors and local agencies in managing project commitments to satisfy regulatory requirements associated with employment laws
• All activities performed as a part of this role must take into full account the Project’s commitment to Zero Harm and Worley’s commitment to International Standards as they pertain to Environment, Health and Safety and Societal concerns.
• Taking full ownership of the Worley HR processes to ensure fitness-for-purpose and accurate and timely input/engagement by actors, users and local subcontractors and local agencies
• Manage the regulatory process associated with the aspects of human resources in partnership with local subcontractors and local recruitment agencies
• Support current and future project needs through the development, engagement, motivation and retention of key people and teams
• Develop and monitor overall HR strategies, systems, action plans and procedures across the organization
• Nurture a positive working environment
• Support local partners and local recruitment agencies to ensure they manage a performance appraisal system that drives high performance
• In partnership with the local partners and local recruitment agencies assess training needs to apply and monitor training programs, with the support/representation of Functional/Discipline Managers, the Training Manager and Local/National Content Manager
• Report to management and provide decision support through HR metrics/dashboards, including performance on recruitment, visa obtainment, retention etc.
• Working with local partners and local agencies on training, advising, and monitoring managers in the effective application of HR processes.
• In partnership with the in-Country Talent Acquisition Lead evaluate performance of employment agencies in each Host Country, providing reports to management highlighting positive and improvement areas.
• Develop and distribute required reports to EPcmC Management in a timely manner.
• HR Manager to accompany the LC/NC Manager to events with the purpose of creating excellent working relationships with the Authorities, Business and Educational Communities and on occasion Local Communities along the Right of Way.
• Efficiently manage budgets (resource planning and third-party services) to deliver cost effective program delivery to support the business and to budgets.
• Identify and report nonconformity to HR obligations, nominating corrective and preventative actions.

• Set clear objectives and targets for the HR team, aligned to overall project objectives and targets
• Drive a contract driven approach to delivering the successful achievement of commitments.
• Conducting research on new laws and regulations (labour law, industrial relations, immigration, taxation) that could impact an organization’s operations
• Reviewing, revising, and updating policies, procedures, and guidelines to ensure that they comply with current laws
• Working with legal counsel to ensure that new laws and regulations are properly interpreted and applied to the organization’s activities
• Ensuring that subcontractors and local recruitment agency employees are aware of the project policies and procedures, and providing training when needed
• Managing the implementation of new policies and procedures, including training staff members and local subcontractors and local recruitment agencies on changes
• Establishing standards for local subcontractor and local recruitment agency employee conduct and enforcing those standards through disciplinary in partnership with the external partner action when necessary
• Coordinating with outside entities to ensure that HR processes are in compliance with all applicable laws and regulations
• Highlighting potential HR related risks as part of the project risk review and developing and implementing plans and contingencies to manage the risk so that problems can be identified and addressed promptly
• Initiate investigations into any suspected violations of laws or regulations or Worley policies and procedures
• Focus team on achievement of milestones and other key project objectives
• Working with the Project Management team to listen to the team, discuss the issues, resolve problems, and direct activities to remove roadblocks and achieve objectives.
• Assist and support the Project Leadership/Management team to achieve Contract objectives
• Manage the Company appointed HR and Regulatory Compliance Contractor (s) to ensure activities are delivered in line with project objectives, HSE, Costs, schedule, quality, and the contract commitments and obligations
• Proactively encouraging project interface with functional departments and appointed Company Contractors, Worley Subcontractors/Suppliers and in particular, Local Partners and Labour Agencies.
• Implementation of Company Policies, Strategies, Execution Plan, HR Plan, and key supporting systems, processes, and procedures
• Work with Delivery Managers and Contractors to ensure commitment and effectiveness of HR requirements
Job Responsibilities
• Interpret process data to determine compliance with permit specific requirements
• Track and monitor emissions by using OSIsoft PI software consisting of but not limited to PI vision & PI datalink
• Compile reports consistent with agency reporting requirements
• Calculate and analyze relevant data to be used in greenhouse gas reporting and emissions tracking
• \Interface with Federal, State and Local agencies, and assist with the communication and coordination of company activities including field visits and environmental inspections with internal and external organizations
• Update management on any deviations related to permit conditions or environmental performance for the LNG facility.
• Support data entry in company’s Compliance Management System and assists in development and maintenance of other sustainability programs as requested
Job Qualifications
• Relevant experience of developing and delivering HR in Tanzania and / or Uganda.
• Significant verifiable experience 1in managing HR and associated regulatory requirements to satisfy Tanzanian (TPDC) and / or Ugandan (PAU) employment requirements for “local” personnel, to international standards on major Oil and Gas / Infrastructure / Fabrication projects.
• Previous experience of working overseas / complex multisite environments
• Experience with working with local content and nationalisation plan
• Previous experience with global mobility processing and varying immigration requirements including complex work permit applications
• Previous Worley experience
• Bachelor of HR or Business Administration or equivalent
• MBA preferred but not essential
• Significant experience designing and implementing local content policies, strategies, plans and procedure to deliver employment outcomes to satisfy local content regulatory requirements.
• Significant experience in Succession Planning and Nationalisation.
• Experienced in effectively managing a cross function team of HR professionals.
• Experience in successfully implementing training and support programs across different cultures.
• Well-developed attention to detail and planning.
• Highly organised multitasker.
