JOB DETAILS:
The Fair Competition Commission is an independent Government Soddy established under the Fair Competition Act, 2003 (No. 8 of 2003) to promote and protect effective competition in trade and commerce and to protect consumer from unfair and misleading market conduct. "The ultimate goal of the Act is to increase efficiency in the production, distribution and supply of goods and services. The Fair Competition Commission {FCC} new invites Public Servants whose salaries are gained through Human Capital Management information System (HCMIS}
- ‘Lawson’ and wish to TRANSFER their employment service to FCC to submit their applications to fill the posts identified below:

HEAD OF FINANCE AND ACCOUNTS - FCC/HDFA/01/2018

Reports to: Director of Corporate Affairs
Supervises: Principal/Senior Accountant/financial Management Accountant, Accountants and Cashier.

Direct entry qualification

• Holder of Master’s Degree in Accounting, Finance or Commerce and must have CPA (T) or ACCA or equivalent and registered with NBAA;
• Working experience of at least five years in the relevant field;
• Possession of knowledge of computer and financial management system will be an added advantage;

Key Duties and Responsibilities:

The Head Finance will be responsible for managing, controlling and monitoring finance and financial systems of the Commission

In particular s/he will be responsible for

• Advising the Director on matters related to finance and accounting;
• Supervising the preparation of monthly, quarterly and annual financial performance reports of the Commission
• Supervising the preparation of annual financial statements and co-ordinate with the external auditors;
• Supervising the preparation of annual operating and capital expenditure budgets for the Commission;
• Recommending suitable provisions for all doubtful debts and ensuring that provisions and accruals made are adequate;
• Performing routine activities such as authorizing all payment vouchers, debit notes, and credit notes, signing cheques, checking journal vouchers and monthly payroll, and approval of bank reconciliation statement;
• Monitoring, managing and controlling oil payables account including statutory dues to ensure correct and timely payment for the goods and services obtained by the Commission;
• Monitoring and controlling all receivables account including amount due from regulated suppliers and staff;
• Reviewing daily cash flow statement, stating daily cash and hank balance position;
• Ensuring effective co-ordination of duties in the department;
• Ensuring efficient use of resources in the Department;
• Monitoring the performance of the department against agreed performance targets;
• Performing any either duties as assigned by the Director tram time to time.

Thereafter the selected Public Servants will have to follow all necessary TRANSFER process according to Laws Governing Public Service.
