JOB DETAILS:
The Agriculture Markets Development Trust (AMDT) has been established by the Governments of Denmark, Ireland, and Sweden. The Trust has been established as a long-term facility with the overall objective of increasing incomes and employment opportunities for Poor women, men, and young people in Tanzania. With a strong pro-poor focus, the Trust works with the Private Sector, Government and Civil Society Organizations to promote the making Markets Work for the Poor (WP)/Market Systems Development (M80) approach that stimulates charges to market systems leading to broad and sustained impact on the lives of smallholder farmers as wail as competitiveness agricultural MSMEs. AMDT achieves this by investing, together with market actors, in interventions that are; (3) based on diagnosed constraints and pro-poor opportunities, (ii) are welt coordinated to enhance the leveraging of investments and resources targeting similar outcomes, (m) stimulate the development of inclusive, competitive, and resilient agricultural market systems, leading to sustained benefits and impact for the productive poor.

Reporting to this position: Program Administration Officer (formerly Human Resources and Administration Officer), and the Administration team. This position on supervises the following positions on all operational matters: Market Systems Managers, Advocacy Specialist, Monitoring & Results Measurement specialists, and Knowledge Management & Communication Specialist.

The Head of Operations will be responsible for the overall coordination of daily operations afid activities of AMDT as well management of their inter-dependencies, such as office administration, human resources and capabilities, and ether services required to realize Success of each program component, AMDT supported" projects, and ultimately the overall success 0f AMDT. He or She is part of the AMDT Senior Management Team, works closely with the Technical Director lo shape the growth and development of the Trust, manages and leads the Human resource and Administration team, and supervises AMDT technical team on all operational matters.

Responsibilities

  • Strategic Vision and Leadership
  • Responsible for overseeing and ensuring overall responsiveness, quality, safeguarding, and efficiency of AMDT operations to ensure long term success;
  • Working with the Technical Director (TD) and the M4 Adviser, contributes to the development and implementation of AMDT strategies, policies and programs, and interacts with the AMDT Program Investment Committee (P10), Technical Committee (TC), and implementing partners.
  • Working closely with the TD, ensure that the AMDT operates in conformity and compliance with national regulations (e.g. those related labor relations, tax compliance and procurement) ‘
  • Responsible for developing, delivering and regularly reviewing of the Trust operations and operating system to ensure effective
  • Ensuring effective coordination, and delivery of the Trust Annual Business Plans, deliverables, and reports in line with AMDT Strategy and requirements

Strategic Vision and Leadership

  • Working with the Technical Directly (TD) and M4P Adviser, contributes to the development and implementation of AMDT strategies, policies and programs, and interacts with the AMDT Program investment Committees {P56}, Technical Committees (TC), and implementing partners.
  • Working closely with the TD, ensure that the AMDT operates in conformity and compliance with national regulations eg those related labor relations; tax compliance and procurement)
  • Responsible for developing, delivering and regularly reviewing of the Trust operations and operating systems to ensure effective oversight to AMDT key support functions of Administration, Finance; Procurement, Human Resource [CT systems.
  • Ensuring effective coordination, and delivery of the Trust Annual Business Plans, deliverables, and reports in line with AMDT Strategy and requirements.

Programme Planning, operations and Management

  • Working closely with Technical Director, MAP Adviser, Market Systems Managers and other technical start, ensure the adoption of AMDT Projects Management Methodology to ensure effective oversight, management and delivery of AMDT supported Projects and initiatives
  • Manage and improve operational processes across AMDT program components and support functions through evaluation of the efficacy’ of procedures and recommending, developing and effecting timely improvements to state guard and facilitate the Operations of the Trust;
  • Manage procurement and recruitment processes to ensure cost effective and efficient procurement of goods and services to Support AMDT strategy; '
  • Support TD in the refinement and adoption of AMDT Risk Management Framework, and in identifying and managing reputation, financial and strategic risks to ensure the AMDT Programmes successful outcome »
  • Initiating additional activities and other management intentions wherever gaps in the programme operations are identified
  • Ensure operations provide effective, coordinated, and responsive engagement with AMDT partners and sustain relationships to enable AMDT deliver on its mandate.
  • Manage relationships with regulators and authorities that affect the day-to-day operations of the Trust 
  • Financial Oversight

    • Coordinate budgeting process and submit departmental budgets for approved by the Technical Director;
    • Managing the program’s and operational budget on behalf of the TD, monitoring expenditure and costs against delivered and M realized benefits as the programme activities progresses 
    • Oversee departmental expenditures according to the approved budget and monitor the cash flow to the department in close cooperation with the Technical Director and Financial Manager
    • Review and ensure correctness of finances commitments and payments related to procurement of goods, ‘services and grant agreements in coordination with the Finance Manager, Market System Managers, and the Procurement Committee

    Human Resources Management

    • Ensure HR planning, talent management and capabilities development in line with Trust’s Strategy.
    • Working closely with the TD, M4P Adviser, and other managers, determine the staffing and capability requirements to ensure realization of AMDT establishment plan and strategy; e
    • Lead on recruitment and human resource development planning processes, to ensure availability of competent and capable resources that match AMDT requirements; , ' .
    • Oversee the enforcement of human resources policies, procedures, practices and in accordance to labor laws across the various departments, including the development, review and updating of job descriptions, and managing annual performance reviews;
    • Ensure that records for all AMDT operations and the respective tiling systems are maintained, securely stored and privacy/confidentiality is maintained as appropriate.
    • Maintain and update AMDT databases of vendors, service providers, skills inventory, start compliment, job advertisements and application forms
    • Establish protocol, policies, procedures, and work schedules for staff involved in all support services including technical, Operations, and administration staff;

    Required Competencies

    • Expertise in Operations Management is essential g
    • Significant Knowledge of best practice in HR, Administration, and Operations i
    • Track record of managing resources, creating and driving operations and business systems and processes in business functions (E.g. administration, human resources, procurement, finance or programs) to deliver against strategic goals
    • Sufficient seniority, knowledge and credibility to advise TD, senior technical staff and AMDT partners.
    • Must be a salt-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives by simultaneously
    • Must have management and team leadership skills, and able to manage and deliver on operations for a program of the size and Complexity similar to AMDTCON
    • Good knowledge of techniques for project management, planning, budgeting/monitoring, & resource allocation.
    • Strong communication skills, specifically strong verbal communication skills in English and Swahili, and excellent report writing skills
    • Agility in thought and action, highly motivated, eager to take responsibilities and deliver on demanding set of organizational deliverables.
    • Interpersonal skills are essential
    • Good business acumen and cross-functional experience in pro-poor agribusiness
      value chain development desirable.

    Key Qualifications:

    • Master's degree in Business Administration, Agribusiness Management, Operations Management, Program/Project
    • Management, Labor Management, or relevant field.
    • At least 10 years’ experience in organizational, operations, and team leadership in a similar role.
    • Professional qualifications in Operations Management, Human Resource Management, Project Management and others related to the function are desirable
