For Project: Technical Assistance for support implementation of Green and Smart Cities SASA programme in Tanzania

The consultancy contract for Technical Assistance (TA) supports the implementation of the Green and Smart Cities SASA programme. Among the objectives of the Green and Smart Cities SASA include (1) promotion of enabling urban environment and enhancing local revenue mobilization and inclusive urban economic development, (2) strengthening urban resilience and public services to urban poor communities and (3) stimulating a sustainable local economy in the selected cities, creating economic opportunities especially for women and youth.

DAI is looking to recruit Junior Non-Key Expert for Communication

Description of the Assignment
As part of TA workplan it’s envisaged that a Junior Non-Key Expert (JNKE) is to be recruited who will contribute to achieve the results under the A.PM4: Preparation and implementation of communication and visibility activities.

In line with the strategic approach of the TA, a communication and visibility plan was developed during the inception phase. Its main goal is to create awareness and visibility of the efforts of the project partners that are implementing projects under the Green and Smart Cities SASA Programme in Tanzania (SASA). In this assignment, the selected expert will review and update the SASA Communication and Visibility Plan, adjust it based on program needs, and implement it in coordination with the key stakeholders:
• Primary beneficiaries of the SASA program – PORALG and LGAs
• SASA program implementing partners – GIZ, AFD, Enabel, DAI
• EU Delegation to Tanzania and EU Member States

For this purpose, a workshop with project partners can be organized where the present Communication and Visibility Plan can be reviewed, changes agreed and then an updated document prepared. Aligning the communication efforts of the implementing partners through a program level visibility and communication plan will result in consistent communication about the objectives and activities of the SASA program and is fully aligned with Specific Objective 3 of the TA TOR, to support implementation of the SASA program. To achieve this, several activities have been envisaged as part of the plan to promote SASA activities and communicate achievements to the broad public.

Furthermore, developing and promoting a common branding for the SASA program will ensure consistent communication and messaging from the different implementing partners, while at the same time allowing for the unique visibility needs of the partners and organizations. Initial branding visuals for SASA have been already developed and will be used to produce additional communication and visibility materials for the entire programme. These materials will be mandatory for all events organized under the programme. Some revision of initial visuals will be needed for new events and activities as they are developed.

The communication and visibility plan will include the following activities:
• Organize and conduct a workshop with implementing partners and EUD to review, update and agree on a revised Communication and Visibility Plan. Deliver the final document as base and leading document for the assignment.
• Prepare and maintain an up-to-date comprehensive program event and activity calendar based on inputs from implementing partners. This calendar will be used to plan and follow-up communication and visibility activities during the SASA program.
• Prepare and disseminate a SASA newsletter on a quarterly basis with brief news in flash texts with information from past events or progress achieved by partners.
• Develop and disseminate a programme brochure which will include information about the whole SASA Programme, with descriptive sections for each of the components and information about the planned activities. The brochure will be used to raise awareness about the entire SASA Programme.
• Prepare SASA branding stationary using agreed visuals and propose other visibility items to be used in programme activities.
• Support the PORALG website for SASA communications. The expert will engage with PORALG, and after authorization – with the person who is maintaining the PORALG website to support PORALG with modernization and update of its website to effectively promote awareness of SASA activities.

The output of this assignment will be a revised/updated communication and visibility plan, a comprehensive set of communication and visibility activities and outputs developed to support the communication and visibility plan, the overall SASA Program and specific communication needs.

Required Candidate Qualifications
Qualifications and skills:
• Bachelor’s degree in communication, journalism, social sciences, human resources, or related field
• Professional skills and the ability to produce concise reports in English.
• Excellent speaking and writing ability in English. Knowledge of Swahili will be considered as an advantage.

General professional experience:
• At least 5 years of professional experience in related field.
• Very good computer skills, and ability to summarize data and present reports on media coverage, programme outputs and outcomes.

Specific professional experience:
• Experience in reporting on donor-funded projects.
• Excellent writing skills – he/she must be able to communicate complex information in a lively, accurate and readable manner in a variety of formats, including press releases, magazine articles, newsletters, websites.
• Experience in designing and working on public relation campaign implementation would be an advantage.

Location and Duration: The assignment will be performed in Tanzania. Base of operations will be Dodoma with expected travels to concerned LGAs – Mwanza, Tanga and Ilemela, and Dar es Salaam.

Input: 94 working days in the period of implementation: ASAP /till the end of the project implementation in May 2026
