ADD International (Action on Disability and Development ‘ADD International, Tanzania’) is a UK based disability rghts organisation. We work for independence, equality and opportunity for disabled people living in poverty in Africa and Asia, by supporting disability activists to bring about social change. ADD international in Tanzania works in partnership with the Tanzania Federation of Disabled Peoples Organizations (SHIVYAWATA), national disabled people's organisations (DPOs), and with regional SHIVYAWATA branches in six regions, namely mwanza, Shinyanga, Tabora, Coast, Lindi and Mtwara.

 

This protect aims to provide an opportunity for young children with disabilities to access inclusive and appropriate pre-primary education across tour district councils of Kibaha TC,Kibaha DC. Mkuranga and Kisarawe in Pwani Region,Tanzania. The project will be implemented in collaboration with SHIVYAWATA.

 

ADD International, Tanzania is seeking to recruit a qualified Lobbying and Advocacy Officer responsible for taking a lead in advocacy and lobbying component of the Modeling inclusive Pre-primary Education (MIPE) programme and participate in programme processes, system, and Policy and/or strategy development, broadly, the job focuses on overseeing the implementation of advocacy strategy of both the MIPE programme and ADD international

Key Duties and responsibilities
In consultation with and guidance from’ the Programme, Programme Officer Lobbying and Advocacy will be:

  • Actively leading, organizing and overseeing delivery of lobbying and advocacy strategies of MIPE programme '
  • Support the popularization and operationalization of the ADD advocacy work on inclusive education and disability movement in general at ward, district and national level
  • Brainstorming with team members at all stages of plan formulation of lobbying and advocacy activities to ensure proper initiative used for its implementation;
  • Develop advocacy messages and link with inclusive advocacy work across inclusive education all in all teaming group within education sectors
  • Facilitate and support the establishment of the advocacy teams and forum/clubs at district, ward and school level
  • Writing, publishing and disseminating advocacy briefs; developing policy work and activities;
  • Representation in coordination meetings at provincial level and build eternal relationships through personal contacts’
  • Coordinate and organize advocacy platforms such as media round tables, advocacy dialogues and trainings.
  • Preparing and producing clear and quality reports (narrative) that demonstrates accountability;
  • Undertake any other lawful tasks as may be assigned by the line Manager.

Representation, networking, coordinating, advocancy and learning

  • Engage with stakeholders, decision makers, Ministries and district authorities that promote Inclusive education to effectively advocate for rights of learners with disabilities
  • Identify and advice on specific lobbying and advocacy opportunities for cross-programme Learning, within the country programme, the region and beyond, and work with other officers to promote other leaning and linkages relevant for quality delivery
  • Building and fostering local alliances and networks that enhances sharing, learning and collaboration

Monitoring and Evaluation

  • Assist in data collection and impact stories as a nay of generating an evidence-based and MIE delivery
  • Support the evaluation process of the MIE project activities (mid-term and final) and during baseline
  • Work with the M&E Coordinator to monitor and share findings with schools, community and other key stakeholders.

Finance Management

  • Develop and submit activity budgets for MIE "implementation in the area of lobbying and advocacy
  • Setting up and overseeing component's budgets;

Skills, knowledge and Qualifications:
Minimum Qualifications

  • Bachelor’s Degree in social work, Community Development, Development Studies, Public Policy, or related field
  • At least 3 years ‘experience in lobbying and advocacy or related field of work
  • Knowledge, experience and good understanding on working with DPO’s. Advocacy networks and needs within;
  • Experience in designing, planning, implementing and monitoring lobbying and advocacy strategies

Our Partner the Tanzania Federation of Disabled People Organizations (SHIVYAWATA) is seeking to recruit a qualified Program Officer Sensitization and Awareness to take lead in communities sensitization and awareness component of the MIPE project and participate in programme processes, systems, and policy or strategy development SHIVYAWATA has been in operations since 1992, bringing together the voices often national disabled people organizations (DPOs).

Key Duties and responsibilities

In consultation with and guidance from the Programme Manager, the Sensitization and Awareness Officer will:

  • Lead the implementation of sensitization and awareness creation activities at different levels: this includes proposing sensitization and awareness initiatives for the organization;
  • Lead and build a body of allies at different levels in support of the ADD mission to tackle the root uses of the barriers to development and wellbeing of the people with disability. This will be done while overseeing delivery of sensitization and awareness strategies bearing in mind approaches detailed in specific programme proposals such as MIPE and NSIE
  • Design publicity material that mobilize community the importance of inclusive education
  • Brainstorming with team members at all stages of plan formulation of sensitization and awareness activities.
  • Translate proposal and key policies, framework and strategies within sectors of ADD functioning into tailor-made awareness creation materials such as leaflets, brochures and other IEC materials.
  • Create and secure media partnership for positive reporting of issues around disability and coverage of implemented projects in a given period. 5.
  • Setting up and overseen components budgets. '
  • Representation in sensitization and awareness campaigns at provincial and build similar relationships
  • Providing specialist advice on sensitization and awareness to ADD team.
  • Plans/objectives contribute to the programme strategy in collaboration with other programme staff
  • Coordination of non-routine tasks within a sensitization and awareness unit.
  • Preparing and producing clear and quality reports (narrative) that demonstrates accountability.
  • Undertake any other lawful tasks as may be assigned by the line manager.

Monitoring and Evaluation

  • Support the monitoring of programme activities to ensure effective project delivery
  • Assist in data collection and collection of impact stories as a way of generating evidence based and MIPEMIPE delivery
  • Work with the M&E Coordinator to monitor and share findings with schools, community and other key stakeholders

Financial Management

  • Develop and submit activity budgets for MIPE implementation in the area of awareness and sensitization.
  • Submit activity (financial) reports to the finance department within the authorized time frame and donor requirements.

SKILLS, KNOWLEDGE AND QUALIFICATIONS:

  • Bachelor’s Degree in Community Development and Social Work or Development studies
  • Minimum experience of 3 years in sensitization and awareness and community works
  • Knowledge in disability rights and experience in understanding of disability issues
  • Experience in planning and implementing sensitization and awareness creation activities projects targeting different stakeholders at different levels (aiming at positive behavior towards Disability)
  • Excellent research, communication and public speaking skills, with knowledge in computer applications
  • Budgetary and Financial Management skills
  • He/she must have initiative and be able to work effectively under pressure independently and with a team
