Position Title: Logistics Advisor
Location: Dar Es Salaam, Tanzania
Reports to: Chief of Party

General summary/purpose
The Logistics Advisor will be responsible for providing high quality technical and programmatic leadership and will assist the activities Chief of Party (COP) in the planning, developing, implementing, monitoring, and evaluating of activities to ensure that the Johns Hopkins Center for Communication Programs (CCP) makes a significant contribution to reducing malaria in Tanzania. This position will lead insecticide-treated net (ITN) distribution activities, including transition efforts from the activity to government entities through a systematic and sustainable processes. The position requires strong technical and logistics skills, extensive functioning knowledge of the Ministry of Health (MoH), National Malaria Control Program (NMCP), Zanzibar Malaria Elimination Program (ZAMEP), Presidents Office-Regional Administration and Local Government (PORALG), the Medical Services Department (MSD) systems/structures, Central Medical Stores (CMS) in Zanzibar and a high level of independent action, and strong management skills.

Travel within Tanzania will be required.

Specific Duties and Responsibilities
Essential Duties and Responsibilities include the following. Other duties may be assigned.

Specific responsibilities and tasks include:
• Provide leadership and strategic direction to ensure technical and programmatic integrity of the activity and to achieve rapid and sustained the activity goals, objectives, and targets
• In collaboration with the program and finance team, develop the activity work plans and budgets and ensure performance indicators and targets are met, as well as timely completion of activities against workplan deadlines
• Ensure that the activity provides high-quality field implementation and delivers required results
• Ensure that the activity is technically sound, evidence-based, and responsive to the needs of Tanzania, its people, and donors
• Maintain effective and regular communication with the activity team, implementing partners, and government entities
• Liaise with other USAID/PMI funded activities in support of malaria vector control to ensure high quality programing in coordination with other activities
• Collaborate with NMCP, ZAMEP, MOH, MSD, CMS, and PORALG, staff to strengthen quality improvement and supervision systems for malaria vector control
• Monitor the progress of MSD and CMS general and zonal ITNs distribution performance based on set indicators and provide technical recommendations for transfer of ITN management to government entities relative to SVCA goal
• Provide high quality assistance and support to the NMCP, ZAMEP, MSD, CMS, PORALG, and partners as necessary and as requested by USAID/PMI. This includes participating in technical working group meetings
• Engage with the MSD and CMS at national and zonal levels, and other implementing partners to strengthen supply chain systems and coordination efforts to improve commodity security for effective implementation of health facility-based continuous ITN distribution
• Strengthen the oversight systems and procedures to improve management and functionality of the ITN supply chain and health facility-based distribution, ensuring accountability and fraud mitigation
• Build effective monitoring, logistics, and supply chain management capacity within local institutions, and develop important connections for assuring an increased role for local institutions in planning, implementation, and monitoring of ITN supply chain management and distribution
• Analyze logistics and supply chain system needs for ITN continuous distribution, and develop technical assistance strategies and plans that address these needs
• Work with M&E unit to regularly assess the performance of the ITN supply chain system and health facility-based ITN distribution
• Provide quarterly reports to the COP and organize key partners forums to discuss implication of results relative to improving supply chain of ITNs and building institutions to increasingly manage ITNs distribution in Tanzania
• Travel extensively within Tanzania to support and facilitate activity related programs
• Mentor, support, and supervise the activity team and align their efforts to ensure rapid and sustainable results
• Perform other duties as assigned by the COP

Required Qualifications:
• Master’s degree or equivalent in health or social sciences or a related advanced degree
• Minimum of ten years related experience and/or training; or equivalent combination of education and experience
• At least five years senior management experience of comprehensive malaria prevention and control programs, including ITNs
• At least five years’ experience in logistics/supply chain and public health commodities management
• Experience in project manager with significant experience in technical and administrative oversight
• Experience with systems for accountability and mitigation of fraud
• Demonstrates strong analytical and problem-solving skills, and strong management and technical skills with ability to oversee and motivate staff for sound, effective, results-based programming
• Previous experience working with USAID-funded projects/activities and familiarity with USAID policies and reporting procedures
• Ability to work independently in fast-paced dynamic environment with multiple partners, and work with a team to develop strategies and manage implementation of programs
• Excellent written, oral communication and interpersonal skills with the professional networks and diplomatic and negotiation skills essential for collaborating and coordinating with a range of stakeholders
• Proficiency with MS Word, Excel, MS PowerPoint, and other standard software
• Critical thinking and superior intellectual problem-solving skills highly desired
• Ability to manage difficult and complex issues with tact while holding steadfast to principles
• Excellent communication and interpersonal skills, diplomatic and negotiation skills essential for collaborating and coordinating with a range of stakeholders
• Exceptional communication skills in written and spoken English

Preferred Qualifications:
• Master’s in public health or health-related field
• Tanzanian citizenship
• Fluency in Swahili

Travel Requirements:
May require up to 25% travel
