JOB DETAILS:
Under direct supervision of the Programme Manager – SUSTAIN II (and Programme Manager – TRI), the M&E Officer will be responsible for supporting Monitoring and Evaluation (M&E) activities of projects under the Tanzania Programme, in close collaboration with Programme Managers and the IUCN ESARO Regional M&E Officer. The M&E Officer will support the development of work plans, performance reports and related evaluation/appraisal tasks. S/He will ensure M&E tools are in line with the donor and IUCN Monitoring and Evaluation Policy and project guidelines and standards.
RESPONSIBILITIES:
• Project Planning, Monitoring and Reporting;
• Support the development of monitoring tools including Performance Monitoring Plans (PMP), data collection and data quality assurance instruments;
• Coordinate progress and performance tracking of the projects;
• Support the measurement of output, outcome and impact indicators for the Projects;
• Contribute to the development and review of quarterly and annual reports;
• Provide feedback to Project Managers on the performance of Projects based on monitoring data analysis.
• Assist in updating regularly the project portal in line with project requirements
• Evaluation and Closure of Projects;
• Support the planning for and execution of Projects’ Annual Reviews, Mid Term Reviews and Terminal project evaluation in accordance with donor policy;
• Participate in the evaluation of the project results and achievements.
• Participate to project implementation & coordination meetings.
• Ensure the knowledge emerging from evaluations (findings, recommendations and lessons learned) is communicated to the appropriate audience;
• Working in collaboration with the Project Managers, ensure all Projects are closed in a timely manner and in accordance with the IUCN and donor project guidance and standards.
• Management of Compliance and Risk Management Systems;
• Ensure compliance to IUCN and donor risk management guidelines
• Support Project Managers in the development of risk management tools.
• Ensure monitoring of the environmental and social performance of the Projects
• Ensure Project risk register is regularly updated;
• Provide inputs to project concept notes, proposals, reports and publications.
• Represent IUCN at meetings as may be required
• Perform other duties as may be assigned from time to time
REQUIREMENTS
• Education;
• A University degree in a relevant discipline, including Project Management, Monitoring and Evaluation, Agriculture, Forestry, Water resources management, Natural resources management, Biodiversity conservation, Environmental management or any other field of study relevant to this position;
• Practical experience is designing and fielding M&E tools as well as organizing and facilitating donor monitoring missions.
• Computer literacy in relation to office applications (word processing, spreadsheets, PowerPoint) use of internet and online communication tools;
• Work Experience;
• At least 5 years’ experience in programme/project monitoring or evaluation of natural resource management, agriculture, rural development and/or environmental conservation related projects;
• Demonstrated experience in managing environmental and social safeguards at programme or project level;
• Exposure to risk management and/or willingness to obtain high-level skills on risk management
• Language Proficiency;
• Fluency in English and Kiswahili (both written and verbal).
