JOB DETAILS:
Making Cents International is recruiting for a Chief of Party (CoP) for an anticipated Task Order under the Compliance and Capacity to Support Diverse Partnerships (CCSDP) IDIQ to support capacity strengthening of local organizations in Tanzania. The CoP will be responsible for supervising the implementation of the Work Plan, providing quality control of products and services prepared by the Contractor’s team and subcontractors, and providing expert guidance to USAID. The CoP will serve as the principal liaison with USAID staff, local institutions, and other stakeholders to exchange information and develop professional relationships, including verbal and written presentations as requested by the Contracting Officer or the Contracting Officer’s Representative to varied audiences.

This position is contingent upon winning a contract award.

Responsibilities:
Monitoring and Evaluation (M&E):
• Support the implementation of a comprehensive M&E system for the localization mechanism.
• Develop and refine M&E tools and methodologies to track progress and results in building the capacity of local organizations.
• Establish and maintain indicators, baselines, and data collection methods for various sectors and interventions.
• Conduct regular data analysis and produce M&E reports to inform program adjustments and USAID reporting requirements.
• Ensure compliance with USAID’s Monitoring, Evaluation, and Learning policies and guidelines, including the use of USAID’s Performance Indicator Reference Sheets.
Collaboration and Coordination:
• Foster collaboration and effective communication among implementing partners, local stakeholders, and USAID.
• Support the promotion of collaborative learning and knowledge sharing among local organizations, civil society groups, and other key stakeholders.
• Lead the development and facilitation of workshops, events, and platforms that enhance collaboration and joint problem-solving.
• Build relationships with local counterparts and partners to strengthen ownership and sustainability of the localization mechanism’s outcomes.
Learning and Adaptive Management:
• Support the implementation of the project's learning agenda, including facilitating reflection sessions.
• Generate actionable insights and lessons from program activities to inform continuous improvement.
• Integrate lessons learned from M&E findings into adaptive management approaches for project interventions.
• Support the dissemination and application of learnings across project activities with USAID and other stakeholders.
Capacity Strengthening:
• Provide M&E and learning capacity-building support to local partners and stakeholders, including training on data collection, analysis, validation, reporting, and dissemination.
• Support the development of local partners’ internal systems for M&E and learning.
• Mentor local counterparts in building their capacity for continuous learning and adapting development initiatives.

Qualifications:
• Bachelor’s degree in a relevant field such as international development, social sciences, public policy, or evaluation.
• At least 6 years of experience in M&E, learning, and adaptive management in international development projects, preferably in the DRC or other fragile and conflict-affected areas.
• Fluency in English and French required; knowledge of local languages is a plus.
• Experience working with USAID-funded projects, particularly in capacity-strengthening and localization initiatives.
• Knowledge of USAID’s MEL systems, tools, and guidelines.
• Proven experience in supporting M&E systems, including qualitative and quantitative methods.
• Strong analytical and critical thinking skills.
• Excellent verbal and written communication skills.
• Excellent facilitation and interpersonal skills, with the ability to engage effectively with a range of stakeholders.
