UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

JOB DETAILS:

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The UNIDO Country Office in Tanzania falls under the Africa Division of Department of Programmes, Partnerships and Field Integration (PPF), one of several Departments under the Directorate of Programme Development and Technical Cooperation (PTC). Within this structure, the Field/Country Office is tasked to represent UNIDO and demonstrate the relevance of the Organization to all partners at the country and regional level; maintain close contact with all local stakeholders, including government institutions, international organizations, locally-based donor institutions, regional economic organizations and the private sector and academia, with a view to strengthening their relations and partnerships with UNIDO; undertakes pro-active promotion of UNIDOs mandate and activities, and implement a suitable strategy for the communication of UNIDO programmes and other advocacy functions.

In collaboration with relevant technical departments and/or field offices, the Country Office supports programme development and implementation, as well as monitors on an ongoing basis UNIDOs country programme portfolio and project implementation level in order to ensure a coherent and systematic approach to UNIDOs service delivery. The CO also serves as the principal conduit for communications related to all programmatic operations of UNIDO at the country level.

PROJECT CONTEXT
The work of the National Expert is related to the context of the Programme for Inclusive and Sustainable Industrial Development (PISID) in Tanzania implemented by UNIDO with funds provided by the Swedish International Development Cooperation Agency (SIDA) for the Economic Growth and Employment Outcome of the Second United Nations Development Assistance Plan (UNDAP II). Through the PISID, UNIDO will complement efforts of the government, other UN agencies and several other stakeholders to address some of the challenges identified as constraining industrial development. The programme has four components, focusing on: a) macro level support on policy and statistics in the area of industrial development, which is the DIPS component; b) meso level support needed to develop the capacity of selected public and private institutions that foster industrial development, which is the ARISE component; c) micro level interventions at enterprises in relation to selected thematic areas or agricultural value chains, which is the DIVE component and d) overall coordination, monitoring and evaluation, which is the COME component.

Main Functions
Within the overall vision of reducing poverty through industrial development, particularly focusing on private sector development as the medium of desired growth, the National Expert will provide support to the PISID team on results monitoring, evaluation and communication at both operational and programme levels. Specifically, under the guidance of the UNIDO Representative, and in collocation with relevant colleagues in the Field Office and Headquarters, s/he will lead/support:

The design and implementation of a cost-efficient and effective results monitoring plan for programmes and operations;

The preparation of internal and external strategies for UNIDO County Office outreach and communications, especially of development results, via multiple channels, including (social) media advisories and press statements, newsletters, reports, advocacy briefs, etc.

As a member of the UNIDO country office team in United Republic of Tanzania (URT), the incumbent will work within the operational structure of the UNIDO Office in URT, under the overall supervision of the UNIDO Representative. The incumbent will undertake the following duties:

  • Prepare a communication and results monitoring strategy and action plan in consultation with relevant programme and operations staff;
  •  Lead the implementation of the approved Monitoring and Communication (M&C) strategy, including requisite training and/or support to associated staff;
  • Facilitate knowledge building and management, focusing on achievement of key results, including, identification and synthesis of best practices and lessons learned on country office development programmes; archive newspaper, social media, magazine articles and other media products published by a third party; select and abstract information materials including photographs, sound and or video clips from appropriate sources to be utilized as raw materials for new productions; build and maintain a strong network with print and audio-visual media institutions and facilitate the publishing of materials and other documents as and when required;
  • Maintain increased coverage and understanding of UNIDOs work in the country through regular media contacts and provision of newsworthy information to the public, Government counterparts and Development Partners. This would require, carrying out monitoring visits to project sites, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches in collaboration with Programme staff, ensuring access for journalists to subject matter experts, etc.;
  • Representing UNIDO in the UNCG and contribute to forging a 'one UN' image through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (Africa Industrialization Day, UN Day, International Women's Day, etc.);
  • Perform any other duties assigned by the UNIDO Representative, including participation in various workstreams where UNIDO should be active.

Minimum Requirements

Education
University degree (Maters degree or equivalent) in Development Communication, Business Administration, Management, Public Administration, Social Sciences or related field. Specialized training and/or experience in programming, communication, Monitoring and Evaluation, would be an added advantage.

Languages
Fluency in written and spoken English is required. Fluency in Swahili required.

Field of Expertise

  • Minimum five (5) years of progressively responsible experience is required at the national or international level, in Development Practice, especially in the areas of monitoring and communication.
  • Intermediate level knowledge of Microsoft Office software programs (MS Access, MS Excel, Power Point and MS Word) is desirable.
  • Knowledge and experience of database and website development and management would be an asset.
  • Excellent team orientation, writing, presentation, communication and intercultural skills are indispensable
