Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Procurement Assistant in General Services Section.

Duties
COR Contract Management (80%)
• Job holder is appointed in writing by the Contracting Officer pursuant to DOSAR 48 CFR 642.270 to act as his/her authorized representative to assist in the technical monitoring and administration of a contract. Specific COR functions are assigned in the letter of delegation. The annual dollar value of such activities is on average $ 4 Million USD. Job holder’s primary responsibilities may include the following: in collaboration with the requesting officer and GTM, define project requirements and develop a performance work statement for the project; initiate, develop, and provide to the contracting official a complete and approved procurement request package (PRP); obtain certification of the availability of sufficient funding; and draft appropriate justification for other than full and open competitive acquisitions. Duties may also include serving as chairperson of the technical evaluation panel and assisting the contracting officer during discussions/negotiations with potential contractors.
• After awarding of the contract, job holder will be responsible for making the contracting officer aware of any performance or schedule failures by the contractor; resolving technical issues arising under the contract; notifying the contracting officer in writing of any needed changes in the performance work statement; reviewing and pre-approving the contractor’s vouchers or invoices; and assisting in contract closeout by informing the contracting officer when the work has been completed.
Administrative Management (20%)
• Job holder utilizes the Integrated Logistics Management System (ILMS) to carry out COR administrative and monitoring functions. Job holder maintains properly documented and comprehensive COR files for assigned contract(s). COR files must pass an annual review by the supervisor or contracting officer. Job holder is also responsible for preparing reports within strict timelines. This includes inspection and acceptance of contract delivery, vendor notification of rejected invoices, and informing the contracting officer in writing of any performance or schedule failures by the contractor. Job holder is responsible for keeping COR files up to date and accessible only to those who have a requirement.
Incumbent serves as incidental operator of official vehicles and meets all requirements outlined in 14 FAM 433.

Qualifications and Evaluations
Requirements:
• Must have at least three (3) years of experience in acquisitions, procurement, contractor oversight or other program management responsibilities of a technical nature that involves performing acquisition-related activities such as performing market research, writing specifications, statements of work or statements of objectives, developing quality assurance surveillance plans, assisting the Contracting Officer as a technical monitor, participating as a subject matter expert on a technical evaluation team and/or performing as a COR or GTM appointed in writing by a Contracting Officer.


Job knowledge:
• Must have good knowledge of local business practices, resources, pricing, local contracts management best practices is required. A general knowledge of commerce within the country, to include local contractual requirements, customs and case law as they relate to leasing and contracting is required.

Education Requirements:
• A bachelor’s degree in management (including business administration or supply chain management), law, acquisitions, accounting, or finance is required.

Evaluations:
Language:
Level IV (Fluent) Speaking/Reading/Writing English is required. Level IV (Fluent) Speaking/Reading/Writing Swahili is required. (This may be tested)

Skills and abilities:

• Ability to interpret and apply acquisitions regulations and policies. Good oral and written communications skills are required for developing sustainable working relationships with contractors and for meeting the extensive reporting requirements. Organizational skills are required to operate independently with limited direct supervision of day-to-day activities and to assist the contracting officer in a results-driven activity. Tact is required in dealing with local companies and businesses; persuasiveness is often necessary in dealing with contractors to achieve acceptable completion of the contract. Excellent numerical and analytical skills are required for developing and monitoring the financial aspects of the contract and pre-approving invoices. Good overall computer skills are required. Ability to use word processing, spreadsheets and database software is required. Good internet skills are required for document preparation and reporting. Must have a valid, current driver’s license for a car. Must have had a valid driver’s license for a minimum of five (5) years.
