Job Title: Program Officer Global Health Security (GHG) and Risk Communication and Community Engagement (RCCE)
Report to: Senior Program Officer RCCE and BHS
Location: Dar es Salaam, Tanzania
Background
Breakthrough ACTION Tanzania is part of a global cooperative agreement between the United States Agency for International Development (USAID) and the Johns Hopkins Center for Communication Programs (CCP) to lead social and behavior change (SBC) programming around the world. The project works in partnership with governments, civil society, communities, and other stakeholders to implement creative, evidence-based SBC programming.
Breakthrough ACTION Tanzania is a three-year (2022-2025) cooperative agreement between the USAID and CCP. The SBC activity aims to catalyze opportunities for Tanzanians to improve their health status by transforming socio-cultural norms and supporting the adoption of healthier behaviors. The activity is providing technical assistance to the Government of Tanzania (GoT) to improve the policy and implementation framework around SBC activities, and design, implement and monitor specific SBC interventions at the sub-national level as required. Breakthrough ACTION Tanzania is promoting integrated SBC approaches to support family planning/reproductive health, maternal, neonatal, and child health (including nutrition) HNV, malaria, TB, risk communication and community engagement (RCCE), and Global Health Security (OHS).
Breakthrough ACTION Tanzania will work to strengthen the GHS SBC capacity of GoT to actively listen, respond to concerns of the public and effectively engage the public and communicate through multiple channels. This will be accomplished through the coordinated use of a range of SBC channels and approaches grounded in behavioral theory, informed by research and programmatic experience; and designed and Implemented following a systematic and proven process to achieve individual and collective behavior change. Breakthrough ACTION will also support GoT to strengthen timely risk communication to mitigate the potential negative impact of health hazards before, during and after public health emergencies or unusual events.
Breakthrough ACTION is seeking to recruit one (1) Program Officer to lead the development and implementation of GHS SBC activity.
Job Summary
Working under the supervision of the Senior Program Officer RCCE and GHS and with support from Director of SBC Design and Implementation and technical staff at CCP, the GHS Program Officer will support the technical and programmatic components of the Breakthrough ACTION program and provide administrative assistance, linking with the Baltimore based backstop team as needed. S/he will provide day to day support and problem solving for coordination and implementation of activities, technical input, and contribute to writing. editing, and procurement processes that the program requires. S/he will demonstrate SBC technical skills, with an initial focus on Global Health Security. S/he will support the integration of effective SBC approaches to reach project goals and deliverables as required. This position is the primary support and collaborator with the Senior Program Officer RCCE and GHS that is directly responsible for the SBC technical components of the program and will have a key role in developing and maintaining strong relationships with USAID, the Government of Tanzania stakeholders, and relevant GHS partners.
Responsibilities
• Provide day to day technical assistance and capacity strengthening to GHS initiatives that are aligned with national priorities and guidelines.
• Support the development of SBC strategies, materials, approaches, and tools that ensure inclusion of relevant GHS-related priorities.
• Manage relationships with implementing partners and relevant Technical Working Groups. Support and strengthen the capacity of partners and existing, recognized structures to design and implement SBC activities. Support formation of structures if no existent at every level and carry out field visits with key partners as needed.
• Represent Breakthrough ACTION Tanzania in relevant external meetings and events, which may include delivering technical presentations, networking, relationship building, and initiating and follow through with opportunities for collaboration.
• Work with senior staff to facilitate GHS-related meetings, trainings, and workshops, including the creation of agendas, curricula, manuals, and materials, as necessary.
• Support staff to appreciate GHS issues and integrate these into their activities to widen reach.
• Proactively remain up to date with key GHS and one health national and global recommendations and guidelines and integrate these into day-to-day programming.
• Be knowledgeable about GHS 2024 strategic framework and overall country progress toward health security.
• Contribute towards quarterly reporting, annual work plan development, and budgeting for the Breakthrough ACTION Tanzania team.
• Support results reporting to USAID by providing written documentation on CHS activities, as appropriate.
• Work closely with the monitoring, evaluation, research, and learning (MERL) team to harmonize and streamline collection and use of data for GHS program activities and learning, routinely review performance data, and initiate adaptations to program management and Implementation.
• Format, edit, and create documents and presentations as needed.
• Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents and work closely with finance and administrative staff to ensure timely and compliant spending.
• Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
• Adhere to JHU, CCP and donor rules, regulations, and policies.
• Upload and save deliverables on relevant knowledge management platforms.
• Assist with other activities as directed by the supervisor.
• Proactively seek opportunities to expand leadership and management skills and Work with senior staff and peers to identify opportunities for professional development, including JHU courses and seminars, conferences, etc.
Required Qualifications
• Master's degree (M.A., MHS, MPH required. Three years' work experience in a related field. Additional relevant experience and/or training may substitute for some education, Fluency in English and Kiswahili, Excellent Past Performance and Tanzania National
Preferred Qualifications
• A professional with an advanced degree in public health, communication, social sciences or field relevant to advancing Global Health Security and One Health, including within the animal health, wildlife, or agriculture sector.
• Demonstrated experience with Global Health Security, RCCE, and/or experience in emergency response.
Knowledge, skills, and abilities
• Demonstrated understanding and application of SBC, research & evaluation, and/or risk communication, community engagement, of working in partnership with host governments, international donors, and implementing partners.
• Ability to work in a fast-moving environment with multiple tasks, competing deadlines and multiple stakeholders, with writing skills and
• ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences.
• Experience with monitoring and evaluation of health programs demonstrating a progressively Increasing level of responsibility.
• Excellent interpersonal and teamwork skills.
Travel Requirements
• This position may require up to 30% regional travel.
