JOB DETAILS:
Under direct supervision of the Tanzania Country Representative (and technical line management to GWP lead), the Programme Manager will work closely with CEO and technical team from SACGOT Center Ltd., designated contacts from Ministries of Agriculture, Trade and Natural Resources, as well as technical partners and service providers. The Programme Manager is responsible for the overall planning, budgeting, technical management and monitoring of the SUSTAIN Pro and Eco projects in collaboration with the Government of Tanzania, Service providers and within the scope laid down by the Project Steering Committee (PSC) and landscape level actors in Kilombero, Mbarali and Sumbawanga clusters.

SPECIFIC DUTIES:
• The specific duties and responsibilities of the Programme Manager;
• Provide overall management of the SUSTAIN Pro/Eco projects
• Lead the development of annual activity plan, budget and procurement work plan based on expected annual outputs;
• Follow up on the compliance of project implementation in line with policies and safeguards
• Supervise agreed project management procedures to facilitate project implementation and ensure delivery of high quality outcomes;
• Supervise the landscape management team, service providers and consultants that work for the project;
• Work with project staff to receive, review and synthesize monitoring information to support adaptive management and ensure timely compliance with internal and donor monitoring and reporting requirements, especially to produce the SUSTAIN Pro/Eco annual performance reports (APRs);
• Prepare any required updates / summaries on the projects and participate in project-related meetings with the donors, government, service providers, etc.
• Supervise personnel engaged in delivering aspects of the project

• Coordinate partnership with key SUSTAIN Pro/Eco stakeholders;
• Build, maintain and manage effective working relationships with partners.
• Ensure that partners deliver to the highest standards, support project objectives and targets;
• Ensure landscape management team and related multi stakeholder platforms, FFPOs and AMCOs work coherently;
• Facilitate communications and linkages at sub-regional and national levels, as well as within the SUSTAIN Pro/Eco service providers;
• Ensure continuous liaison with the relevant Government agencies, NGOs and private sector;
• Provide technical advice and support to the monitoring and implementation of the Project activities;
• Provide technical inputs to the implementation of the different project activities and outputs – by providing technical inputs to workshop presentations, to studies, to advisory services and to other activities and outputs of the project;
• Provide economic, scientific, technical and administrative leadership to the project team and act as the main representative of the project;
• Draft terms of reference and conduct hiring procedures for consultants
• Oversee all cross-cutting activities and ensure their strong support of and synergy with technical implementation objectives and vision, including, but not limited to: communications and outreach; monitoring, evaluation & learning (MEL), knowledge management; and, gender and social inclusion;
• Monitor and report the implementation of environmental and social risk management measures through the project cycle.
• Coordinate and contribute to the preparation and publication of national scientific and technical outputs from the Project
• External relations and resource mobilization;
• Engage with the government of Tanzania to support implementation of land restoration and food systems improvement targets
• Scope out opportunities for policy and technical engagement with key stakeholders;
• Lead in the development and submission of concepts and funding proposals
• Facilitate integration of the technical missions with broader work of the IUCN ESARO in close collaboration with technical coordinators.

REQUIREMENTS
• The position requires significant coordination skills, broad general and technical knowledge, experience in the region and skills to ensure coherence and consistency in spite of urgent deadlines.
• Education;
• Advanced university degree (Masters/Ph.D.) including in agricultural economics, agribusiness, rural development, land use planning, business management and natural resources management;
• Work Experience;
• Minimum of ten years of experience in the management of international projects preferably as team leader or technical coordinator;
• Proven technical leadership in food systems management, land use planning, value chains development and knowledge of environmental management;
• Proven experience in integrated project management and administrative management;
• Proven experience in facilitating meetings or discussions;
• Experience with donor projects policies and procedures including log frame, Theory of Change and similar project planning tools will be an added value;
• Ability to work and engage with senior government officials, private sector, research institutes, non-governmental organizations (NGOs), and local communities, etc.;
• Demonstrated experience working in an international and/or multi-cultural environment
