JOB DETAILS:
Project Engineer (Monitoring & Evaluation)
Renardet is seeking to employ a Project Engineer (Monitoring & Evaluation) for the on-going project in Dar Es Salaam, Tanzania. The Project Engineer shall work on intermittent basis to assist in coordination, monitoring and evaluation of implementation across the Project.

The scope of services will include but not limited to the following:
• Review and update the overall implementation schedule for the Project, and monitor and report on physical and financial progress of various components and subcomponents.
• Assess work plans for components and subcomponents for compatibility with overall Project programme
• Assist in identifying and initiating remedial actions through TANROADS and DART and other entities that implement their respective components or subcomponents.
• Assist in identifying and initiating remedial actions through consultants and contractors to mitigate implementation delays, and other challenges on the Project.
• Assist in ensuring that Project activities, actions and processes are carried out according to best practice.
• Provide an overview of implementation, critical path tasks, and other information needed by TANROADS to oversee the Project implementation
• Attend meetings and liaise with other entities and stakeholders engaged on DUTP to provide feedback on implementation issues.
• Continuously update the estimated date of completion of critical path tasks under the Project and assess effects resulting from any delays.
• Monitor and report on execution of safeguard obligations under specific components.
• Monitor and provide summary report on contractors compliance with the site specific Environmental Management Plans and Health and Safety Plans and adherence to safeguard obligations
• Monitor and report on the Engineer's compliance to the terms of reference in the supervision Contract with regard to the EMPs and RAP implementation;
• Perform any other tasks relevant to the Project as shall be required by TANROADS.

Required Skills:
The Project Engineer (Monitoring & Evaluation) should have experience in project control and oversight. The candidate should be conversant with monitoring and programme analysis on complex development projects.
Specific attributes shall be as follows:
• Must be professionally registered by relevant authorities;
• Must be a graduate with a degree in Civil Engineering or equivalent preferably with a postgraduate qualification in project management;
• Must have a minimum of five (5) years hands on experience related to road construction projects
• Must have a demonstrable knowledge of Programme/Project Management software preferably on Microsoft Project
• Must have performed a monitoring and evaluation role on at least one projectof similar complexity in a similar capacity.
• Must have working experience in project financed by development partners. Must have good report writing skills and be fluent in written and spoken English language.
