Arusha Technical College (ATC) was established in March 2007 through the Arusha Technical College Establishment Order No. 78 under the National Council for Technical Education (NACTE) Act No.9 of 1997 to replace the then Technical College Arusha that existed since 1978. The College therefore has over 40 years' experience in delivery of technical education and training programmes. ATC, with Support from Royal Norgwean Embassy, is seeking to employ a Project Development Coordinator on contractual basis to spearhead the implementation of Kikuletwa Project.

Reports to: Rector ATC

DUTIES AND RESPONSIBILITIES.

The Project Development Coordinator shall report to the ATC-Rector and will closely work with the Project Manager and shall have the following responsibilities:

  • Mobilization of Industrial Investor for Construction of a new Hydropower Plant.
  • Securing right and permits (Environmental certificate, water right, and letter of intent) for the cascade area to increase the electricity generation capacity.
  • Implementation of findings from the Consultant's Inspection
  • Report and finalize the rehabilitation of infrastructure at Kikuletwa Training Centre.
  • Break projects into doable actions and set timeframes.
  • Liaise with clients, partners and to identify and define requirements, scope and objectives.. :
  • Make sure that clients ‘needs are met as projects evolve Act as the point of contact and communicate project status to all participants ...
  • Work with the Project Manager to eliminate blockers. Issue all appropriate legal paperwork (e.g.contracts and terms of agreement) Create and maintain comprehensive project documentation, plans and reports
  • Ensure standards and requirements are met through conducting quality assurance tests.

REQUIRED SKILLS AND EXPERIENCE:
He/she should be able to demonstrate the following skills and competence:

  • Knowledgeable and experienced in negotiation with local permits for hydropower generation
  • Knowledgeable and experienced in negotiation with Government Authorities in securing joint venture: investment and agreements in hydropower generation for the benefit of all parties.
  • Knowledgeable and experienced in Legal issues pertaining to hydropower generation.
  • Capable of supporting the implementation of the project and in particular hydropower training Centre,
  • Has a wide exposure and experience in joint venture investments, securing rights and permits for power generation ready to work under pressure to meet established targets by the project.
  • A person with good public relations and negation skills capable to work with local and international firms as well as government authorities.
  • Proven Negotiation Skills and Public-Private Partnership Experience
  • Familiarity with risk management and quality assurance control
  • Strong working knowledge of Microsoft Project and Microsoft Planner
  • Strong client-facing and teamwork skills

ACADEMIC QUALIFICATION:

  • The person should have a proven ability to work with various stakeholders in development of hydropower generation projects and is willing to move forward Kikuletwa hydropower project.
  • The following qualifications shall be an added advantage, Master's degree or equivalent in an urban planning and Land management, hydropower engineering, environmental management, electrical engineering and hydropower, land administration, Project Planning, or relevant social science discipline, engineering or a related field. bytes

WORK EXPERIENCE:

  • A minimum of Seven (7) years of progressively responsible experience in areas related to land settlements, experience in Hydropower projects,
  • Project or Programme management and/or development, including at least three (3) years of experience at the international level i.e. (World Bank, AfDB, IMF, JICA, NIDA, and NDF).

Salary: A Negotiable, Attractive Package will be offered to the successful candidate.
