JOB TITLE: Regional PMTCT/Pediatrics Advisor (CQUIN Project)
LOCATION: TBN Country in Sub-Saharan Africa (Kenya, South Africa, Tanzania, Nigeria, Mozambique, Zambia)
REPORTS TO: CQUIN Deputy Director, Pediatric HIV Prevention and Treatment

Background:
ICAP at Columbia University (ICAP) leads the multi-country CQUIN learning network, funded by the Bill & Melinda Gates Foundation. CQUIN aims to enable participating countries to improve the quality and coverage of HIV services, through provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of differentiated HIV programs, by exchanging knowledge and best practices, co-creating resources, and receiving targeted technical assistance (TA) to accelerate the scale-up of high-quality differentiated HIV services.

Working closely under the supervision of the ICAP CQUIN Deputy Director, Pediatric HIV Prevention and Treatment, the Regional PMTCT/Pediatrics Advisor will provide technical support to CQUIN network activities in selected countries in Eastern & Southern Africa through high-quality technical assistance and worldclass thought leadership towards a new initiative aimed at enhancing prevention and treatment of HIV in infants and children. The Regional PMTCT/Pediatrics Advisor will promote the exchange of knowledge, best practices, and tools; co-creation of resources; and help to convene and document meetings, workshops, and country-to-country learning exchange visits to enhance prevention and treatment of HIV in infants and children.

This position is grant funded.
Roles And Responsibilities:
• Reporting to the CQUIN Deputy Director, Pediatric HIV Prevention and Treatment, provides technical and programmatic assistance for CQUIN implementation, including but not limited to support for: country needs assessments, literature reviews, situational analyses, stakeholder assessments, country to country exchange, and documentation of innovations.
• Support the design and development of CQUIN’s new stream of work on prevention and treatment of HIV in infants and children including the development and use of a PMTCT and pediatric capability maturity model (CMM), identification of PMTCT and pediatric resources and tools, dissemination of PMTCT and pediatric best practices, and convening a CQUIN community of practice on PMTCT and pediatric care.
• Support effective project management, including work plans, reports, meeting/call notes and project performance monitoring.
• Support the design, implementation, evaluation, and documentation of PMTCT and pediatric workshops and meetings, including developing concept notes, agendas, panels and presentations; preparing participants; collecting and analyzing evaluation data; developing reports.
• Support online meetings/teleconferences convening ‘communities of practice’ – experts from multiple countries working on shared projects.
• Plan and lead country to country learning visits with participants from CQUIN Pediatric HIV network countries.
• Support the development and implementation of research projects related to PMTCT and pediatric HIV service delivery.
• Assist in preparing workshop and program reports.
• Other related duties as required

Minimum Requirements:
Education
• Advanced degree in medicine, nursing, or public health.

Experience, Skills, And Minimum Required Qualifications
• Minimum seven (7) years of progressive responsibility in the design and implementation of HIV programs in PEPFAR-supported countries.
• Robust expertise in PMTCT and/or paediatric HIV service delivery.
• Demonstrated excellence in leadership of health programs and initiatives in Africa.
• Experience working in collaboration with Ministries of Health and other governmental and nongovernmental partners to provide technical assistance and to influence policy and advance adoption of innovative program designs.
• Experience working in Eastern and/or Southern Africa
• Proven record of successful collaboration with Ministry of Health and donor partners
• Pro-active, self-starter and able to navigate complex situations with a clear mind and logical thought
• Demonstrated project management skills and experience writing program reports
• Fluency in English
• Proficiency with Microsoft Office suite, including Word, Excel, and PowerPoint
• Proficiency with Zoom and Dropbox is desirable but not required.

Travel Requirements
• Frequent international travel is expected (6+ trips a year of one week duration) .
