Job Summary:
• This portfolio aims to ensure timely and constant availability and accessibility of HIV/AIDS & TB commodities and supplies at supported health facilities for quality HIV services. She/he will work with THPS regional, facility and community-based teams to ensure uninterrupted availability of HIV/AIDS & TB programs and supplies including ARVs, OI drugs and Laboratory commodities for HIV continuum of care at health facilities and community services.
• The person will have direct and indirect working relationship with Zonal MSD, RHMTs, CHMTs and other key supply chain players. In addition, pharmacy and supply chain officer will work with other HIV/AIDS implementing partners from the nearby regions to bring the synergy effect in ensuring uninterrupted services in the region
Key Specific Responsibilities:
• To provide technical assistance and mentorship to health care providers managing HIV/AIDS commodities on forecasting and quantification, ordering, tracking inventory, good pharmacy practice, rational use of medicines and consumption monitoring.
• Assess and develop commodity gaps at facilities level for the purpose of advising for gap filling including redistribution across health facilities.
• Work closely with zonal MSD and Logistics Management Services (LMS) in determining stock status at the national pipeline and advise regional teams accordingly
• Perform quality analysis of THPS pharmaceuticals procured products and provide recommendations prior to delivery at facilities by ensuring the products meets quality standards and are registered by the respective regulatory authorities.
• In collaboration with R/CHMT, conduct bi-weekly and monthly stock monitoring for ARVs, RTKs, Lab and TB Prevention Therapy (TPT) commodities and related supplies to the THPS regional and central teams for program performance monitoring.
• Monitor supply chain indicators in the supported facilities for stock management, reporting trends/rates, rejection rates, lead time and stock imbalances to ensure constant HIV/AIDS commodities availability at supported sites.
• To prepare and submit monthly supply chain implementation and performance reports to THPS management.
• To assess and develop capacity building needs including workshops forums and trainings; in order to address pharmacy practices gaps, supply chain issues geared at improved commodity security for ART, PMTCT, TB, VMMC and Community programs.
• To provide mentorship to health care workers on proper implementation of NASHCoP Pharmacy Module of the CTC-2 database so as to improve ARVs &OIs reporting, ordering and data management.
• Scale up use of most recent version of Pharmacy Module (PMD) at all supported facilities and ensure data is being uploaded in to the CTC3 Macro-database timely
• Provide onsite mentorship support to health commodity managers on proper use of e-LMIS to ensure logistics data are of high quality prior to submission to MSD
• Assess pharmacy infrastructure at facilities and recommend on improvement plan to ensure that health commodities are stored according to the manufacturer requirements to maintain the quality and potency of commodity during storage
• Monitor Logistics Management Information System (LMIS) tools availability and proper use at facility level and provide technical assistance and mentorship to health care providers focusing on proper documentation, stock assessment to mitigate/minimize stock-outs and ability to track expiry dates through use of FEFO principle for all program commodities – ARVs, Lab, VMMC, PMTCT, TB etc.
• Collaborate with R/CHMT to facilitate the tracking of adverse drug reactions including those related use of ARVs, OIs and COVID 19 vaccinations to ensure drug safety to patients
• Work closely with Regional and District Pharmacists and Regional and District laboratory technologists to implement targeted focused supply chain and logistics mentorship, including implementation of IMPACT team approach
• To prepare and submit monthly supply chain implementation and performance reports to the THPS management which will contribute to CDC quarterly and annual program progress reporting system
• Performing any other duties as may be assigned by supervisors
Qualifications, Experience & Skills required:
• Bachelor of Pharmacy Degree (BPharm) with at least 2 years of experience in implementing donor funded HIV/AIDS programs
• Must have knowledge and skills on using Pharmacy Module of CTC-2 Database and Electronics Logistics Management Information System (e-LMIS)
• Good understanding of national pipeline for HIV/AIDS commodities, ARVs and supplies and experienced in working with R/CHMTs and other supply chain stakeholders
• Ability to use supply chain logistics data for heath to facilitate redistribution within facilities
• Experience using computer applications including word processing, spreadsheets, power point and pharmacy information systems required.
