DESCRIPTION OF REQUIREMENTS

Church World Service Tanzania (hereinafter referred to as CWS) on behalf of the Refugee Resettlement Programme Africa is seeking skilled Contractors to carry a pre-qualification exercise in Tanzania.

The Contractor shall have highly experienced and qualified personnel and appropriate modern and advanced tools and technology to provide CWS with high-quality and robust vendor pre-qualification and compliance with the highest quality standards, the current national and international laws, and regulations, and CWS's requirements. The Contractor shall have the required financial resources to speedily mobilize the resources necessary to complete the works within a short time frame at the expected level of quality.

 

SPECIFIC REQUIREMENTS / INFORMATION

 

Pre-qualification of Vendors

In consideration of the criticality of this project to the success of our procurement agenda, the CWS shall undertake a mandatory prequalification exercise to establish a list of prequalified bidders for potential inclusion in the tender invitee list. To be considered for the tender stage, interested Contractors must submit sufficient detailed responses to the basic criteria listed below, along with the EOI response form. Failure to submit the required details per criterion with documentary evidence may be prejudicial to a contractor’s eligibility to participate in the subsequent related tender exercise, at the CWS's sole discretion.

 Profiles of three (3) key personnel detailing the background, including experience in the provision of similar services during the last 5 years. 5% for each staff provided, CVs as evidence

Documents required from Bidders: Detailed Company profile demonstrating experience in similar services not exceeding 2 pages. In addition, bidders should submit a list of three similar projects performed and completed within the past five years indicating the client's name and contact details, description of works and how it compares to CWS's requirement, duration, and value.

  2. Experience: 10% for each reference/ previous contract provided for the last five (5) years, with a minimum amount of USD 1000, a maximum of 3 contracts

Attach Solvency letter from the bank confirming your bank account & financial solvency not older than 3 months.

The Vendor shall provide certified bank accounts statements for the year 2020/2021 and 2021/22 demonstrating an average Annual turnover of TZS 100,000,000 and above. Each provided Audited statement earns 5%

Documents required from Bidders: copies of latest audited certified financial statements from a certified audit firm clearly demonstrating Average Annual Turnover of TZS 100,000,000 and above during the 2 years identified above.

IMPORTANT:

Please note that this request for EOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation/ invitation for bids when issued. The complete details of the requirement will be issued to the bidders after this request for EOI is closed, evaluation completed for pre-qualification of the companies.

CWS reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. Vendors that are deemed qualified upon completion of an objective evaluation of their EOI submission will receive the final tender solicitation documents.

Prerequisites for Eligibility

To be eligible for CWS registration, you must declare that:

  1. Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with a company or individual listed in any blocked party lists such as:
  1. i) https://www.sam.gov
  2. ii) the Compendium of United Nations Security Council Sanctions Lists (https://www.un.org/sc/suborg/en/sanctions/un-sc-consolidated-list),
  1. Your company (as well as any parent, subsidiary of affiliate companies) is not under formal investigation, nor have been sanctioned within the preceding three (3) years, by any national authority of in a country it’s registered for engaging or having engaged in proscribed practices, including but not limited to corruption, fraud, coercion, collusion, obstruction, or any other unethical practice.
  1. Your company has not declared bankruptcy, is not involved in bankruptcy or receivership proceedings, and there is no judgment or pending legal action against your company that could impair your company's operations in the foreseeable future.
  1. Your company does not employ, or anticipate employing, any person(s) who is, or has been a CWS staff member within the last year, if said CWS staff member has or had prior professional dealings with the Vendor in his/her capacity as CWS staff member within the last three years of service with the CWS.
  1. Your company undertakes not to engage in proscribed practices (including but not limited to corruption, fraud, coercion, collusion, obstruction, or any other unethical practice), with the UN or any other party, and to conduct business in a manner that averts any financial, operational, reputational, or other undue risk to the UN.

IMPORTANT NOTICE: Any false, incomplete, or defective vendor registration may result in the rejection of the application or cancellation of an already existing registration.

 

  • 2) EOI Process

Vendors interested in participating in the planned solicitation process should forward their expression of interest (EOI) to Church World Service (CWS ) at  Tenders@cwsafrica.org by the closing date set forth in this EOI. Due to the high volume of communications CWS  is not in a position to issue confirmation of receipt of EOIs.

Please note that no further details of the planned solicitation can be made available to the vendors prior to issuance of the solicitation documents.
