Overview.
Frankfurt Zoological Society (FZS) works in Tanzania to support its government partners to conserve wildlife and ecosystems focusing on protected areas and outstanding wild places. We work with and for people to secure biodiversity in key ecosystems worldwide as the basis for all life and the livelihoods of present and future generations. FZS maintains long-term conservation programmes in Africa, South America, Asia and Europe. The Africa Programme is the Society’s largest and oldest and works with partners in five focal countries: Tanzania, Democratic Republic of Congo, Ethiopia, Zambia and Zimbabwe. In Tanzania, FZS works to deliver conservation in the Serengeti, the Selous and the Mahale ecosystems in partnership with the Government of the United Republic of Tanzania through the Ministry of Natural Resources and Tourism.
Background:
Tanzania National Parks (TANAPA) has recently been awarded a grant of some Euros 9.3 million to secure emergency operations and recovery for Serengeti National Park following the ongoing downturn in tourism as a result of the global pandemic. FZS is the project executing agency for this BMZ/KFW funding, and will be delivering this funding in conjunction with TANAPA.

Serengeti Ecosystem – Green Recovery Challenge Funds Coordinator (CFC)
(18 months post)

Position in the organisation
• The CFC reports to the FZS Serengeti Ecosystem Advisor and from there into the Grants Manager, Tanzania Programme, Tanzania Country Office
• The CFC will liaise with Tanzania National Parks (senior staff in the Serengeti National Park and in TANAPA HO), with FZS SEMA project senior staff and Tanzania Country Director and FZS BMZ Programme Coordinator within the FZS Tanzania Country Office to advise and support TANAPA to deliver three Serengeti National Park challenge funds as follows:
• Local community supply chain (E 30 k).
• Environmentally safe waste disposal (E 150 k)
• Better environmental management systems (E 300 k)
• These challenge funds are being established to ensure local communities are better engaged in the economy of the Serengeti and to enable partners to support TANAPA to ensure that the environment of the Park is maintained at its current high quality in keeping with the World Heritage values of this ecosystem.

Purpose of the job
• To support TANAPA to establish and run three Serengeti National Park challenge funds (as above) such that the funds available are used to catalyse sustained and ongoing improvements in the engagement of the local community in the economy of the Serengeti, that waste is disposed of in an environmentally sustainable way, and that the tourism sector adopts better environmental management systems.
• To document the outcomes and lessons learned from each grant awarded and the overall impact of the challenge funds against their objective
• To manage an FZS operational budget as needed in pursuit of the above

Main Outputs:
• Establish and run Serengeti Green Recovery Challenge Funds
• In consultation with TANAPA and FZS, establish the rules and guidelines for applicants to bid into the three challenge funds. Communicate these effectively to as wide a pool of candidates as possible
• Establish a grants decision-making panel (grants panel) involving TANAPA-FZS and other specialists as needed, to receive applications into the challenge funds, and decide on the allocation of awards.
• Prepare and write reports on grant applications received for the decision-making panel, with detailed analysis and recommendations to support effective and informed decision making
• Act as secretary to ensure the grants panel operates effectively. Record the deliberations of the grants panel.
• Work with FZS finance and grants teams to ensure the effective disbursement of grants
• Manage and monitor allocated grants and ensure effective evaluation of the outcomes of the grants awarded. Ensure continuous learning and sharing of lessons with others internally and externally as appropriate.
• Monitor the allocated budget for the challenge funds and work with the FZS finance and grants teams to support financial reporting and analysis to enable effective decision making.
• Under the direction of the FZS SEA provide advice and guidance to grantees and applicants, convene round table discussions and learning events as appropriate, to ensure wider uptake of the objectives of the three challenge funds.

Job requirements
Qualifications, experience etc. – required:
• First degree and/or Masters degree in a natural environmental or social science
• 3-10 years’ experience in grants management, environmental project management
• Experience in supporting operation of board, department or organisation decision making committees
• Experience in reporting on and/or managing donor funded projects
• Experience in delivering the procurement of services as above (e.g. drafting of project proposals, guidelines, specifications), preparing financial reporting, developing work-plans and reports
• Experience in working across organisational responsibilities forming good working relationships with staff from other institutional partners
• Experience in project management (e.g. setting timelines, budgets, attending and managing staff and meetings to deliver projects to these)
• Experience in project monitoring and evaluation
• Exceptional interpersonal and communication abilities, verbal and listening skills
• Good writing skills
• Ability to travel nationally within Tanzania on a regular basis.
• Fluency in KiSwahili and English, both written and oral
• A passion for wildlife conservation

Work Environment/Travel:
The position will be inside Serengeti National park with frequent travel to Arusha
