Program Overview
Pathfinder International is implementing a five-year USAID Uganda Family Planning Activity (FPA) funded by the US Agency for International Development (USAID). As a lead implementing agency, Pathfinder with partners will play a catalytic role in increasing access to modern contraception and reducing the unmet need for voluntary family planning services in Uganda.
The FPA’s three Intermediate Result areas (IRs) are; Uganda leadership and coordination strengthened to promote favorable environment for sustainable delivery of accessible quality voluntary FP services; Positive social norms and behaviors enhanced to improve healthy timing and spacing of pregnancies; and Access to quality FP services increased!; are implemented in 11 districts coordinated through three regional offices in Hoima covering Kiryandongo, Bulisa, Kibale and Kyankwanzi; Fortportal region covering Kyegegwa, Kyenjojo, Ntoroko, and Bundibugyo; Central region covering Gomba, Butambala and Rakai districts with head office in Kampala Masaka.
Pathfinder International as the lead, will work in close collaboration with the Ministry of Health, the National Planning Authority, National Population Council, Ministry of Gender, Labour and Social Development, Ministry of Education and Sports, Youths’ Organizations and Uganda Family Planning Consortium to accelerate progress toward Uganda’s commitments and objectives under FP2030 and the country’s Vision 2040, through strategic implementation, coordination and collaboration across development and Implementing partners especially USG that include USAID Uganda Social Behavior Change Activity (SBCA), USAID/Uganda Maternal Child Health and Nutrition (MCHN) Activity, USAID Uganda Health Activity (UHA), Regional Health Integration to Enhanced Services and non-USG partners.

Position Purpose
The Social Behavior Change Communication (SBCC) Manager will provide technical oversight to planning, implementing, and evaluating communication campaigns to increase the uptake of Family Planning Services in families, women, and young adults. S/he will also build capacity through training and coaching to enhance knowledge and skills on BCC for FP services demand promotion, for FPA technical team, partner organizations, including Civil Society Organizations and key stakeholders at National and Local Government levels. S/he will contribute to the growth of Pathfinder’s business by designing projects relating to community mobilization and BCC. The SBCC Manager shall work under the direct supervision of Pathfinder’s FPA Senior Technical Director/DCOP.

Key Responsibilities
• Support formative and evaluation research, sentinel surveys, as needed, to inform SBCC programming.
• Support development of SBCC strategies, creative briefs, campaign message and materials, media engagement, and implementation plans.
• Coordinate the review and adaptation of existing SBCC strategies, campaign messages and tools for use in demand creation efforts to counter barriers to FP services demand and utilization, working with MoH Health Promotion department, FP/Reproductive Health Commodities Security (FP/RHCS) TWG and implementing partners, particularly SBCA.
• Plan and implement multimedia/channel campaigns that include both mass media, social media and below the line interventions that include interpersonal communication that reflect global best practices.
• Support the campaign messages dissemination, monitoring and evaluation of behavior change for sustainable demand and utilization of voluntary FP services.
• Provide quality assurance and support to on-the-ground implementers of SBCC interventions.
• Participate in partner collaboration efforts working through FP/RHCS and other relevant technical working groups, in support of MOH Reproductive Health Division FP programs and Health Promotion
• Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts.
• Document and prepare presentations, reports, success stories on demand reduction and capacity strengthening activities of the project.
• Support learning to contribute national global health SBCC community of practice through generating evidence on promising interventions for scale up, submission of briefers and abstracts, and dissemination through blogs, webinars, conferences, and other platforms including online social media channels.
• Support new business development focusing on SBCC programs addressing gender, social cultural and religious barriers to demand and utilization of SRH services, including voluntary FP across all population segments with unmet need.
• Perform other relevant duties as assigned.

Basic Requirements
• At a minimum, a degree in Social Sciences, mass communication or its equivalent in communication, social marketing, or a related field;
• In-depth understanding of and expertise in behavior change communication for better health outcomes and SRH in general and FP in particular.
• At least 5 years of experience in a managerial capacity supporting and managing communication programs in a development field, with particular focus in health and SRH.
• Experience and skills in using online and social media platforms for communication and promotional activities
• Interpersonal communication (IPC) expertise regarding campaign design and implementation tools development, implementation monitoring and evaluation of IPC interventions.
• Some experience working with market research and creative agencies.
• Logical and analytical thinker with very good presentation and facilitation skills.
• Excellent English verbal and written communication skills.
• Excellent people skills and proven ability to work as an effective team member.
• Expertise in word, Excel, PPT and other office applications; skills in preparing Infographics desirable.
• Ability to set priorities while multi-tasking, and meet deadlines.
• Ability to travel within the regions.

Preferred Qualifications
• Master’s degree in public health, health promotion or equivalent
• Excellent knowledge and understanding of global health development agenda that include sustainable development goals, everywoman, every child (EWC) framework, national development, and health priorities in general and sexual reproductive health, including determinants and access barriers from behavioral sciences stand points.
• Good understanding of SRH that incorporates client profiling based on gender, demographic, social economic cultural and religious programing considerations.
• Experience in the design and delivery of public health in general and SRH and FP SBCC program interventions.
• Basic understanding of USAID rules and regulations.
