JOB DETAILS:
The post holder will be the technical and policy lead on health across HMG. This will include leading, influencing and driving the UK’s work on global health security, in the current context this includes leading work on COVID- 19 and supporting the government to build resilient health systems including efforts to prevent, detect and respond to any future health threat, and efforts to consider and respond to the indirect health.They will work closely with the Health Policy Adviser and provide technical leadership to the Sexual and Reproductive Health and Rights programmes (Scaling UP Family Planning Programme to ensure that the SRHR programme contributes to achieving Girls education objectives, a flagship programme for FCDO Tanzania. As well as the bilateral programme, there are a significant number of UK funded centrally managed programmes and multilateral investments. The post holder will provide strategic leadership and coordination across these investments and will work closely with the team leader, and seconded senior regional health adviser to promote synergy and coherence and maximise impact.The post holder will be located within the Human Development team. They will report to the human development team leader. As this is a specialist role the post holder can expect support from the health cadre head of profession.
Roles and responsibilities:
• Develop strong relationships with MOH, DPs and CSOs and use technical knowledge and skills towards strengthening the health sector
• Represent FCDO Tanzania in high level dialogue with the Government and other stakeholders.
• Engage with the Ministry of health and other donor partners to support the operationalisation of the HSSP V, supporting the government to develop a prioritised annual work plan and targets and approaches to monitor progress.
• Engage with the Government and other partners, working in close collaboration with the Regional senior health adviser, to support the government to realise its ambition of aligning the vertical programmes with the HSSP V with the objective of ensuring effective health system strengthening.
• Develop strategic partnerships with WHO, USAID, CDC, UNICEF, civil society organisations, research and academic institutions and forge relations to advance the agenda of strengthening resilient health systems.
• Lead adviser on the global health security campaign goal, providing technical and policy leadership on policy and programmes and lead engagement with the government.
• Provide strategic and technical leadership on FCDO Tanzania’s global health security priorities[1], ensuring that programme and policy interventions seek to strengthen health systems, and using data, evidence and influencing approaches to support GoT ability to prevent, detect and respond to future disease outbreaks.
• Lead work on Covid 19 response, this includes leading development of future programming interventions and policy engagement and influence GoT response in coordination with other stakeholders including the Health Donor Group.
• Lead UK engagement with the Health Donor Group to coordinate alignment of support to GoT Health Sector Strategic Plan V.
• Coordinate with other sector leads in FCDO e.g. on WASH and donor partners to positively influence GoT strategies in health and related sectors to improve health outcomes for vulnerable populations
• Lead on priority centrally managed programmes such as GAVI, Global Fund, World Bank and Global Health Financing Facility, working in close collaboration with the senior health adviser to strengthen alignment of these programmes with the country’s priorities on strengthening health systems.
• Provide technical inputs, support delivery of UK commitments on sexual and reproductive health and rights and promote coordination between the Girls Education priorities and SRHR programme.
• Positively influence GoT policy on SRHR to ensure that comprehensive SRHR education is provided across the country, to help address one of the major barriers of girls completing 12 years of education, working in close collaboration with the education adviser and the health policy adviser.
• Help build synergies between the FP bilateral programme and the Centrally Managed programme, to amplify impact and sharing of lessons.
• Provide technical support to the implementation of the scaling up FP programme and working with the health policy adviser, support programme partners to successfully deliver on SRHR to deliver on girls’ education.
• Provide strategic health advice to the wider FCDO country team and proactively seek to strengthen UK combined impact across sectors.
• Contribute to demographic transition priorities, provide advice to the office leadership on priority intervention areas that would contribute to achieving Country Plan priorities, and lead policy influencing and engagement with the GoT to ensure that its policy and implementation priorities are informed by data and evidence on demographic transition.
• Provide coaching, mentoring, feedback, and support to colleagues in the team.
• Keep up to date with emerging evidence on FCDO priorities on health and ensure that the country programme and policy priorities are aligned and informed by emerging evidence and can contribute to research.
• Contribute to briefings, reporting and communication within the team and across the office.

Essential qualifications, skills and experience
• We are looking for someone with:
• A health technical background. The candidate must meet an A2 level health cadre technical competence requirement at interview.
• For this post, it is expected that the advisor will have more than 5 years’ experience in working in the health sector, including with Tanzania’s health system.
• This is Country Based Staff post, candidate must meet eligibility to live and work in Tanzania and must be able to speak and write Kiswahili fluently
• A good communicator with strong analytical, influential and drafting skills
• Ability to engage with partners and actors in government, civil society and donors and influence changes for a shared goal
• A proactive approach and a focus on continuous improvement of self and service, with an appetite to work with others to simplify processes and improve efficiency.
