SAGCOT Integrated Knowledge & Information for Agriculture –SIKIA & Iringa – Mitigation, Adaptation, Productivity for Climate Smart Agriculture – Wehubit Program
PURPOSE OF THE JOB
To reach most of smallholder farmers in the rice value chain in the SAGCOT area (Mbeya, Iringa, Morogoro, etc.) enabling them to increase yields, incomes, improve access to insurance services and micro-financing and using climate smart technologies.

  Specific Responsibilities:
Project Planning
• In liaison with the Program Team, develop detailed project activity work plans and budgets
• Provide technical input in new project proposals
• Project Implementation
• Disseminate information and crop advice acquired from the satellite geodata on weather conditions, crop management, variable inputs, and availability of water for irrigation, market information, agriculture credit and insurance for value chain actors using various communication channels.
• Monitor the functioning of all demonstration sites and learning sites established in the project implementation areas
• Develop knowledge products from the analysis of data collected for the value chain actors.
• Use ICT to promote climate smart technologies among various Value Chain Actors
• Implement project plans and track progress against key milestones and deliverables
• Conduct regular field/site visits to manage, guide, review and evaluate project progress
• Implement a system of compliance assessment to ensure adherence to project standards and requirements
• Assist the Project Team to establish resource need and examine alternative implementation strategies/approaches/methodologies.
PROJECT FINANCE AND ADMINISTRATION
• Comply with project financial controls and all laid out operational procedures
• Run basic administration activities of the office e.g. ensuring that there are enough supplies, the equipment is in good condition, the office is well maintained and clean, attending to guests, running errands, filing of key documentation including financial documents, Project Monitoring & Evaluation
• Implement monitoring and evaluation strategies and processes in liaison with the M & E Officer
• Ensure accurate data capturing and analysis
INFORMATION AND COMMUNICATION
• Maintain relationships will all stakeholders and partners
• Coordinate communications between Project Team and relevant stakeholders
• Prepare documentation of best practices including writing/editing articles, press releases,
• Support in Preparation of training materials and manuals for use during project activities
• Review data and information generated by the projects’ activities and produce knowledge products with quantifiable indicators.
• Perform accurate data analysis and interpretation of results.


Technical Competence Requirements
• Understanding of Geographical Information Systems
• Experience in Agricultural Extension work
• Excellent ICT Skills
• Expertise and experience in establishing and nurturing partnerships (Value chain expertise in the development of Partnerships with village-based agents is essential for the achievement of project objectives and deliverables).
• Experience in introduction of new technologies, approaches, models, resources and processes to ensure that value chain actors and smallholder farming communities when operationalize would lead to increased competitiveness;
• Expertise in effective capacity building approaches for village-based agents to increase
• volumes traded and ensure profitability;
• Expertise in project execution especially donor-funded projects in the agri-business sector
• Ability to effectively manage stakeholders and other value chain actors to effectively reach beneficial agreements at project outset and throughout the life of the project.
• Ability to identify, document, track and control issues and implement change according to lessons learnt where necessary and make other decisions to ensure the project is on track
• j) Ability to use standard project management tools and techniques to plan, schedule, track, correct and manage project performance against deliverables.
• Problem Solving & Decision Making
• Ability to analyze, define, evaluate alternatives, generate solutions and understand when to make decisions.
Relationship / Interpersonal skills
• Ability to consult, seek advice, facilitate discussions, support others, solve conflicts and
• establish trust, credibility and respect among colleagues and partners and stakeholders
• Ability to build mutually beneficial relationships with rice value chain actors in a consortium
• so that the entire chain works in a cooperative way

  Educational Qualifications and Experience Required
• Bachelor’s degree in any field of agriculture, or agricultural economics.
• Good understanding of Information Technology.
• A minimum of two years of progressive project implementation
• Experience in the use of Information Technology in agriculture related activities
• Must be able to speak and write English and Swahili very well
• Flexibility in working and living in rural areas where projects are implemented
