JOB DETAILS:
Moshi Urban Water Supply and Sanitation Authority (MUWSA) is a full autonomous utility responsible for the provision of safe water and collection and disposal of wastewater in Moshi, the town of Mt. Kilimanjaro MUWSA is looking for dynamic, results driven individual to fill in the position of Technical Manager
1.0 Purpose of the Job
This is a managerial position in which the position holder will be responsible with the entire management of water supply. Waste water, works and environmental matters
Main Duties and Responsibilities
- The head of department responsible for departmental administrative issues on day to day basis.
- Responsible for ensuring the performance of all water supply and sewerage systems according to agreed performance and public health standards.
- Responsible for maintaining and repairing, planning and construction and water network activities of the Authority.
- Recommending policies, Standards and procedures for
- The control of water quality.
- The operation and maintenance of all water sources (boreholes/springs/rivers) and water chlorination works and water network
- The operation and maintenance of sewerage system and sewage treatment.
- The operation and maintenance of all plants and equipment used in running water and sewerage systems.
- The setting of physics: and financial performance targets in conjunction with Managers.
- Ensure the availability of management information system for monitoring operating performance of water sewerage. Maintenance and repair planning and constructions and water network operations
- Prepare annual budgets and man power plans for the Technical Department.
- Ensuring planning of urban water development projects to ensure that operation. Maintenance and quality requirements are taken into account.
- Consult with the Human Resource department over the identification of manpower recruitment and training requirements of the Technical Department and regarding the preparation and implementation of the manpower recruitment and training plans.
- Regularly review actual performance against approved plans and budgets and submit reports to the Managing Director detailing performance with recommendations for actions necessary to correct adverse variance.
- Ensuring that corrective measures are implemented.
- Ensure that water production and sewerage standards and safety procedures are complied with.
- Ensure that there is proper and economic use of the Authority’s plants, equipment, vehicles and workshops
- Make recommendations to the Managing Director for the appointment of all senior technical staff.
- Ensuring maintaining of records on the condition of raw water from all sources and monitors the level of dangerous and tonic substances in the water.
- Liaison with other bodies to guard against undesirable discharges into raw water supplies within the authority water catchments areas.
- Ensuring that prompt and efficient investigation of customer complaints concerning water quality and quantity.
- Developing procedures for water quality monitoring and ensure co-coordinated sampling of raw water and chlorinated water supplies. . .
- Ensuring availability of laboratory service for chemical and bacteriological analysis
- Ensuring monitoring of water quality at sources and within the chlorination and distribution systems and ensuring compliance with the prescribed standards of drinking water.
- Perform any other related duties as may be assigned by the Managing Director.
3.0 Supervises: Production and Distribution Engineer, Designing and Construction Engineer. Sewerage and environmental Engineer.
4.0 Minimum Job Requirements
4.1 Qualification
- First degree in Engineering in any of the following fields; Civil, Electrical, Mechanical, Sanitary or environment, Pius Master Degree in water resources management/electrical/mechanical/sewerage or equivalent.
- Should be registered with Professional Engineering body as Professional Engineer as well as having more than seven years of relevant working experience, of which five years must be in management position.
- Should have a background in water utility or related engineering aspects as well as have analytical skills Broad minded Creative and unquestionable integrity.
4.2 Working Experience
Minimum of seven (7) years in the same field from reputable organization and 5 of them in the managerial

5.0 Age limit
The applicant should be below 50 years when lodging this application
6.0 Nature of Employment
Five years (5) renewable depending on the performance
