1. This Invitation for Tenders follows the General Procurement Notice for this Project which appeared in the Tanzania National Electronic Procurement System (TANePS) dated 1st July 2022.
2. The Tanzania Communications Regulatory Authority (TCRA) in joint venture with the Pan African Postal Union (PAPU) have set aside funds for its operations during the financial year 2022-23. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Proposed Design and Installation of Multipurpose Conference Hall Facilities at PAPU House Project.
3. The Tanzania Communications Regulatory Authority (TCRA) now invites tenders from contractors registered or capable of being registered in [Insert Classes of the contractor] for construction of Proposed Design and Installation of Multipurpose Conference Hall Facilities at PAPU House Project.
4. Tendering will be conducted through the International Competitive Tendering specified in the Public Procurement Regulations, Government Notice No.446 of 2013 and is open to all pre-qualified Tenderers.
5. Invited Tenderers may obtain further information from and inspect the tender document provided on TANePS.
6. A complete set of Tendering Document(s) in English Language may be obtained or downloaded through TANePS.
7. Tenderers are required to register on the TANePS (via link: www.taneps.go.tz) and pay tender participation fees indicated in the TANePS to able to participate in this tendering process.
8. The Tender will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the tender document.
9. The Tender consisting of both the Technical Part and the Financial Part, must be delivered through TANePS at or before 9th December 2022 at 11:00 hours EAT.
10. The Technical Part will be opened promptly thereafter on TANePS dashboard and tenderers may participate in the opening by logging into the TANePS. The Financial Part shall remain unopened until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Tender.
11. All Tenders must be accompanied by a Tender Security in the Unconditional bank guarantee form in the amount of USD.10,000.00 or freely convertible currencies.
12. Tenders not received or opened through TANePS shall not be accepted for evaluation irrespective of the circumstances.
