Terms of Reference for Contract to Support Integration of Gender Response EBA Solutions

Background of the project: CARE International in Tanzania in collaboration with CARE Nederland secured fund from Global Ecosystem Adaptation to implement the New Approaches to Upscale Resilience and Ecosystem-Based Adaptation (NATURE) project in Same, Mufindi, Simanjiro, Kiteto and Chemba districts. The project has the component to support policy influencing at the District and National level. This project is aiming at increased resilience of communities through improving ecosystem services in drought prone areas and therefore the project is focusing to address social vulnerabilities such as food insecurity, access to resources, water use conflict, human wildlife conflict, pastoralist migration and land-use conflicts to support restoration of ecosystem services

Objective and Rationale for this consultancy: The overall objective of the assignment is to support integration of Gender Response Ecosystems Based (EbA) Solution into District short term and long-term development plans and budgets for Kiteto, Same, Mufindi, Simanjiro Chemba and provide input in the integration of EbA into national policies and national development frameworks. In these District the most significant climate change risks includes floods, droughts, heat waves, windstorms, and shifts in agro-ecological systems. Also, there are existing non-climatic drivers such as deforestation, forest encroachment and overstocking which over the years has exacerbated land degradation and consequently altering ecosystem functions and agro-ecological systems. Communities especially women and girls who are most involved in agriculture and livestock activities more vulnerable to climate change whereby persistent droughts and floods affect crops and livestock husbandry resulting in extreme poverty and consequently, their capacity to adapt is being reduced.

Consultancy deliverables: The consultant will share an inception report that describes the brief of assignment, methodology include sampling frame, working framework and list of stakeholders for consultation for feedback and approval. Will generate Intermediate report on gaps and recommendations for integration of ecosystem-based climate changes adaptations and gender into existing legal frameworks such as environmental act, wildlife act, agriculture act, forest act, water act and disaster management act identified. Intermediate report on the impacts of Climate Change on ecosystem in the project operation areas for policy advocacy and draft restoration plan. Intermediate Inputs on the integration of EbA into District and national policies and development frameworks, Training modules and training report on Ecosystem Based adaptations for District and National Natural resources professionals

Qualification and experience of the individual consultant. The consultant should have a minimum of a master’s degree in Natural resources management, Climate change and development, Rural development, Environment, land use planning, Agriculture, Forest, Conservation ecology and management, Environment Engineering, or any related fields. Minimum of five (5) years of experience working in natural resources management and implementing Ecosystem based adaptation. Experience of conducting climate vulnerability assessment and skills to conduct environment impact assessment particularly in the conservation field. Experience in reviewing/ developing/refining policies, strategies, regulatory frameworks, and plans. Knowledge on tools for climate and environment degradation assessment and Knowledge of designing and establishing ecosystem-based adaptations actions and plans or similar activities with good experience in project management.
