JOB DETAILS:
Qualifications required:
• Master’s degree (or equivalent diploma) in economics, finance or any other directly related discipline; Fluency in English (C2 level) and knowledge of French (minimum B2 level) is required;
• Excellent written and oral communication skills;
• Excellent knowledge of urban finance and decentralisation (and related policies and best practices);
• Knowledge of Spanish (minimum B2 level) and/or Portuguese (minimum B2 level) would be an asset; Knowledge of development aid delivery methods would be an asset.
• Professional experience required:
• At least 10 years of professional experience on finance and at least 4 years of professional experience working on urban finance (e.g. local revenues mobilisation, public-private partnerships (PPP), financial sustainability of municipal services, municipal borrowing, municipal infrastructure financing, etc.);
• Proven experience in working with financial institutions on urban or infrastructure projects (e.g. analysis of bankabil-ity of a project);
• In situ professional experience in developing countries18 of at least 2 years (cumulatively);
• Experience in working on private sector investments projects in the urban context (e.g. PPP) would be an asset;
• Experience as technical assistant to local authorities or local entities (such as utilities or public sector agencies work-ing primarily on urban issues) would be an asset.
