Organisational Review of the Tanzania ECD Network (TECDEN)
Tanzania Early Childhood Development Network (TECDEN) is a national umbrella of Early Childhood Development (ECD) Civil Society Organizations working in partnerships to promote Early Childhood Development in Tanzania by influencing change in policies, programmes and practices that impact holistic development of the child, inspired by a vision that the rights and needs of all infants and young children are realized in order to survive, grow and develop to their full potential.
Children in Crossfire is an Irish-based international charitable organisation whose purpose is to respond to the rights and needs of young children caught in the crossfire of global poverty and injustice. In Tanzania Children in Crossfire focuses on increasing access to quality ECD supporting children’s developmental needs and giving them a chance to reach their full potential. Children in Crossfire conducted an Early Childhood Development Situational Analysis in 2017 focussing on the current status of multi-sectoral coordination and participation in ECD policy and programming. There was a strong appetite across all stakeholders to bring a disjointed stakeholder field together and catalyse once more coordinated ECD advocacy at the national level. A specific recommendation was to explore opportunities to reform and revitalise TECDEN to resume its full historical functional role.
Children in Crossfire has entered a strategic partnership with TECDEN to support institutional reform and repositioning as a leading ECD platform.
A key first stage is an organisational review process of TECDEN, providing recommendations and facilitating agreement on key priorities for organisational strengthening to support TECDEN repositioning in the short-term and effective leadership in the long term; as well as to develop an institutional development plan for TECDEN to be implemented over two years between 2019 and 2020.
We are looking for a highly experienced consultant(s) to conduct this organisational review process of TECDEN. The consultant(s) will be familiar with the Tanzania early childhood development sector and policy context, and specialise in organisational development, including a demonstrable understanding of working effectively in a civil society network context.
