USAID Usalama wa Afya Duniani (Global Health Security) is a five-year USAID-funded project with an overall goal to support the strengthening of Tanzania's capacities to develop, validate, and implement interventions to prevent, detect, and respond to Emerging Infectious Disease threats in Tanzania using a One Health approach.

Job Purpose
We are seeking an AMR Lead who will provide technical leadership for the antimicrobial resistance component of the USAID Usalama wa Afya Duniani project. S/He will be responsible for building capacity at a national level, zonal and regional healthcare facilities, to prevent, detect and monitor antimicrobial resistance (AMR), implement antimicrobial stewardship (AMS), and prevent the spread of resistant organisms. By working closely with other project teams and key stakeholders, the AMR Lead will ensure that the project meets its objectives and maintains high standards of quality and effectiveness.

Key Responsibilities
• Work closely with the National Multisectoral Coordinating Committee (MCC) and National AMR Surveillance Technical Working Groups (TWG) to provide technical support to identify, assess, enroll, and capacitate all the selected AMR surveillance sites at the regional level to implement AMR surveillance on priority pathogens including Multi drug resistant organisms (MDROs)
• Support the diagnostics supply chain logistic system to ensure master lists of quality-assured microbiology commodities are available for uninterrupted detection of AMR
• Participate in and provide technical assistance to national Technical Working Groups (TWGs), and related task teams and workshops including training, supportive supervision, and mentorships on lab processes, supplies forecasting, quantification, and inventory/stock management using innovative digital Afya Supportive Supervision (AfyaSS) tool that incorporates AMR supportive supervision checklist
• Collaborate with stakeholders to support existing AMR surveillance sites and training staff at selected facilities to collect, analyze, and report AMR/ Antimicrobial use (AMU) data using appropriate tools
• Support regular AMR data reviews to monitor quality, identify gaps, document best practices, and report to national and Global AMR Surveillance System (GLASS).
• Work with sectoral ministries and other stakeholders to support efforts for the establishment, operationalization of, and link of multisectoral data-sharing platforms across human, animal, and environmental sectors including advocating for policy statements governing data sharing and security.
• Participate in national coordination mechanisms like MCC and TWG to share reports and antibiograms on AMR/AMS trends in supported facilities. and provide TA for data review of hospital formularies and Standard Treatment Guidelines at the facility and national levels as needed.
• Build capacity of selected zonal and regional facilities to cascade AMS programs to satellite facilities and establish and operationalize antimicrobial and diagnostic stewardships for sharing and using AMR/AMC/AMU data within facilities.
• Enhance dissemination and utilization of guidelines like STG and AWaRe classification to guide appropriate prescription and use of antibiotics in health facilities (both public and private) and share the best practices to inform the development of the national essential medicine list and ABCD categorization of antibiotics in the animal sector.
• Ensure AMR focal points at PORALG participate in national multisectoral coordination mechanisms, establish governance structures, and build capacity for subnational AMR coordination teams, strengthen linkages, improve data sharing, and support the dissemination of antibiograms from testing labs to subnational multisectoral coordination mechanisms, thereby informing patient management, IPC, and AMS programs at lower levels.

Qualifications and Requirements:
• Degree in Doctor of Medicine/Veterinary Medicine or any other related health field with MSc. Epidemiology, Microbiology, Public Health, One Health, Project Management, monitoring and evaluation with 7 or more years of experience in Infectious diseases programming, with at least five years in management roles.
• Specific training/fellowship on AMR and/or One Health epidemiology
• Minimum of 5 years of experience in AMR detection and surveillance, or a related area.
• Strong knowledge of NAP-AMR, national laboratory systems, standard treatment guidelines, AwaRe classification of antibiotics, and related guidelines
• Experience in training and capacity building.
• Excellent communication, interpersonal, and organizational skills.
• Detail-oriented with strong analytical skills.
• Ability to work collaboratively with diverse teams.
• Proficiency in AMR data collection, analysis, reporting and use
• Strong leadership and project management abilities.
• Experience with USAID projects and familiarity with donor policies and procedures
