ESSENTIAL FUNCTIONS
MERL OFFICER (A)
- Ensure the timely and accurate entry of high-quality, validated project data into country and organizational databases, with monthly reporting to Engender Health Tanzania, Global senior management, and relevant staff.
- Maintain and harmonize data management practices across all data sources and level, ensuring consistent quality from data collection to reporting.
- Develop and implement data collection tools and data management systems and monitor their usability to ensure effectiveness and consistent use by project teams.
- Support project teams with data collection, quality checks, and monthly reporting, ensuring data accuracy and completeness.
- Conduct regular data quality assessments and validate results with the project MERL team.
- Lead monthly data review meetings with R/CHMTs and coordinate with health facility staff to collect routine monitoring data.
- Ensure timely submission of monthly, quarterly, and annual reports to Engender Health and donors, contributing data insights to the development of workplans, budgets, and progress reports.
- Train and mentor staff to ensure data accuracy and timeliness for reporting to projects, Engender Health global office, ministries, donors, and other stakeholders.
- Design, implement, and manage robust data collection and research processes that support the organization’s monitoring, evaluation and learning objectives.
- Systematically document and share program activities, challenges, and lessons learned.
- Assist in development of project M&E plan, project workplan, and budget preparation.
KNOWLEDGE MANAGEMENT OFFICER (B)
- Serve as key contact for data requests by responding to queries and by assisting clients in accessing KM tools and resources.
- Backstop all Tanzania field offices with regards to communications/ KM needs
- Provide quality control of Engender Health produced materials and products through high level editorial assistance to and review of routine project reporting and project publications, such as technical brief, special reports, external briefings, and presentations.
- Contribute to KM resources by preparing best practices and capturing KM practices through written stories and video debriefings
- Leverage effective processes, systems, and tools to share knowledge within Engender Health and between donors, partners, stakeholders, etc.
- Conduct routine assessment of staff learning needs or knowledge gaps to be addressed through trainings or learning sessions.
- Contribute to KM resources by documenting best practices and capturing KM practices through written stories (and sharing with other Engender Health field offices and HQ).
- Assist EH staff in accessing KM tools and resources and developing communication materials for visibility at meetings, conferences, business development opportunities, etc.
- Develop write and disseminate various types of technical and non-technical communications pieces as needed.
- Establish a Culture that Promotes and Supports Knowledge Sharing
- Support Senior Technical Advisors and Program Officers as needed in editing various types of publications.
- Support the production of project materials including assistance as needed on editing, layout, and formatting.
- Manage the work of any consultants or vendors providing any communications related services such as editing and graphic design.
- Provide quality control of Engender Health produced materials and products through high level editorial assistance to and review of routine project reporting and project publications, such as technical brief, special reports, external briefings, and presentations.
- Maintain updated cataloguing of Resource Centre Materials.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in statistics, health informatics, economics, demography or related field.
- At least five (5) years of relevant experience in data management, knowledge management and database management.
- Solid understanding of the Health Information System in Tanzania Mainland and Zanzibar.
- Ability to customize and use DHIS2 and develop dashboards from the database based on data and information needs.
- Ability to use the Tanzania digital Afya supportive supervision system (Afya SS).
- Experience with DQA protocols and guidelines, identifying data trends and communicating this information to allow for changes in program implementation.
- Ability to work with complex data sets and topics.
- Strong analytical, decision making, presentation and communication skills.
- Fluent in English and extensive experience speaking, writing, and reading in a professional capacity.
- Strong knowledge and experience in statistical data analysis (qualitative and quantitative) and modelling.
- Good experience on the utilization of ODK systems such as Kobo collect.
- Good understanding of monitoring and evaluation methodologies for Sexual and Reproductive Health and Rights, Gender and HIV/AIDS is an added advantage.
