JOB OVERVIEW

MS Training Centre for Development Cooperation (MS TCDC) is seeking a highly motivated and results-driven Monitoring, Evaluation & Learning (MEL) Specialist to enhance the effectiveness, quality, and impact of its training and capacity development programs. Based in Arusha, Tanzania, the MEL Specialist will play a critical role in ensuring that learning initiatives are strategically aligned, evidence-based, and innovative. The role focuses on strengthening training methodologies, implementing robust monitoring and evaluation frameworks, and supporting digital learning transformation through platforms like Moodle. Working closely with trainers, facilitators, and program teams, the MEL Specialist will contribute to curriculum development, capacity strengthening, and proposal writing. The ideal candidate brings strong analytical skills, a solid background in participatory learning approaches, and a passion for driving social transformation through high-quality education and training.

Location: MS TCDC, Arusha, Tanzania

KEY RESPONSIBILITIES

1.Strategic Learning & Development

  • Align learning and development initiatives with organizational strategies and development goals.
  • Design innovative learning solutions addressing emerging needs in governance, leadership, and social justice.
  • Enhance learning outcomes through digital transformation and integration of platforms like Moodle

2. Data-Driven Learning Insights

  • Apply M&E frameworks to assess and improve program effectiveness.
  • Develop dashboards and reports to monitor trends and outcomes.
  • Collaborate with the Learning and Training Officer to generate data-informed improvements.

3. Methodology & Quality Assurance

  • Design and lead Training of Trainers (ToT) programs.
  • Support trainers in applying adult learning methodologies and ensuring excellence in facilitation.
  • Conduct competitor and pricing analyses to benchmark and elevate MS TCDC offerings.

4. Trainer Development

  • Participate in the recruitment and development of associate trainers.
  • Provide coaching and support to enhance facilitation practices.

5. Program Innovation & Stakeholder Engagement</strong

  • Research and integrate cutting-edge methodologies and learning tools.
  • Work with internal and external stakeholders to develop and deliver customized learning solutions.
  • Liaise with donors and partners to ensure program relevance and alignment.

6. Monitoring & Evaluation of Learning Interventions

  • Design and implement monitoring tools and evaluation methods.
  • Evaluate learning interventions, identify areas of improvement, and share actionable insights with the Head of the Learning and Training Unit.
  • Coordinate with global learning specialists to ensure high standards across programs.

7. Capacity Building & Knowledge Sharing

  • Build the capacity of trainers through mentorship and knowledge-sharing initiatives.
  • Develop toolkits, guides, and documentation for best practices.
  • Contribute to direct facilitation of learning sessions, on-site and online.

QUALIFICATIONS

  • A Bachelor’s degree in Monitoring and Evaluation, Development Studies, Social Sciences (e.g., Sociology, Political Science), Statistics, International Development, Project Management, Pedagogy, or other related fields.
  • A Master’s degree is an added advantage.
  • A minimum of 3 years of relevant experience is required.
  • If holding a Bachelor’s degree in a different field, a minimum of 5 years of relevant experience is required.
  • Proven experience in participatory adult learning, online training facilitation, and curriculum design.
  • Prior experience in a training institution or development organization is a strong asset.

KEY COMPETENCE

  • Strong background in M&E, learning design, and training evaluation.
  • Knowledge of Learning Management Systems (e.g., Moodle) is desirable.
  • Proficient in Microsoft Office Suite; CRM knowledge is a plus.
  • Excellent English communication skills, both written and spoken.
  • Strong interpersonal, presentation, and critical thinking skills.
  • Collaborative, flexible, and professional mindset.
  • High integrity and strong organizational skills.
