Term of Reference for Baseline Assessment of Her Resilience, Our Planet Project tenders at CARE Tanzania

Background:

CARE Tanzania, in collaboration with WWF Tanzania, SAGCOT Centre Ltd, Tanzania Gender Networking Programme, Shahidi Wa Maji, and Conservation Farming Unit Tanzania, has secured funding from Global Affairs Canada to implement the Her Resilience, Our Planet (HRoP) project. This six-year project (September 2024 – March 2030) aims to enhance the climate resilience of food-insecure communities, particularly women and youth, who rely on the Great Ruaha River (GRR) ecosystems in Iringa, Kilolo, Mufindi, and Wanging’ombe Districts in Ihemi Cluster, as well as Mbarali District in the Mbarali Cluster of the SAGCOT region.

Objective and Rationale of the Consultancy:

The overall objective of the assignment is to determine quantitatively and qualitatively the current situation of the project target areas and beneficiaries in relation to the main elements of the project. The assignment will assess the relevance and measure the status of the project and set targets for outcome-level indicators. This baseline assessment will provide a foundation to measure and track project progress in line with the project’s goal, objectives, and outcomes.

Consultancy Deliverables:

  1. Establish Baseline Indicators and Targets:
    Establish baseline values for the project’s performance management framework indicators and set targets to enable the project team to track changes, make evidence-based decisions, and evaluate the project’s contributions to desired outcomes throughout the project lifecycle.
  2. Assess Participation and Capacity in Climate-Resilient Practices:
    Gather data on the status of participation, knowledge, and capacity of women and youth in climate-resilient agricultural practices, biodiversity-protective food systems, and decision-making processes.
  3. Examine Gender Dynamics and Inequalities:
    Understand the current gender dynamics and inequalities related to food security, climate resilience, and access to resources, particularly as they impact women and youth.
  4. Evaluate Stakeholders’ Technical and Operational Gaps:
    Assess the technical, operational, and capacity gaps of key stakeholders, including government institutions, private sector actors, and community groups.

Qualifications and Experience:

The consultant or lead consultant should possess the following:

  • A minimum of a Master’s degree in Natural Resource Management, Agriculture, Forest/Wildlife, Environmental Sciences, Climate Change, Development Studies, Gender Studies, Rural Development, Statistics, Business, or related fields.
  • Significant experience in conducting baseline assessments in similar contexts.
  • Extensive knowledge of mixed-methods research approaches (both quantitative and qualitative) and the development of data collection tools tailored to diverse populations.
  • Ability to integrate gender-responsive and youth-focused methodologies in agricultural and natural resource management projects.
  • Familiarity with Performance Measurement Frameworks (PMFs) and Monitoring & Evaluation plans in development programs.
  • Excellent working knowledge of both English and Swahili.
  • At least one similar or related concluded assignment should be attached.
