JOB DETAILS:
Scope of the role:
The incumbent will work with CDC, other IPs and the Health Quality Assurance Unit (HQAU) of the MOH to review, refine and finalize the MoH developed IPC tools for all HF level settings including secondary and primary, develop protocols and standard operating procedures (SOPs). This process will also involve comparing the national IPC monitoring tool within the national DHIS 2 with the PEPFAR SIMS CEE indicators and adapting as needed including critical elements required by PEPFAR to ensure that basic site safety/IPC standards are in place and adhered to in accordance to national IPC guidelines include Human Resources, IPC SOPs, incorporation of supply chain for IPC supplies and implement occupational health and safety. Once finalized and approved, S/He will work with the MoH to coordinate and support dissemination.

Key Responsibilities
• Work with the HQAU of MOH to develop tools and a monitoring system facilitate implementation and monitoring sustainable IPC activities at HFs. S/He will also coordinate the engagement of other PEPFAR supported IPs.
• Provide support and coordination to the HQAU of the MoH in dissemination through training of HCWs and PEPFAR IPs staff as national TOTs from all regions
• Provide and facilitate systematic monitoring of IPC by the different PEPFAR supported IPs at supported HFs using the tools.
• Work with CDC, other IPs and the HQAU of the MOH to review, refine and finalize the IPC tools for all HF level settings.
• Coordinate PEPFAR IPs input in reviewing the new system prior to incorporating in the new SIMS guide to allow concentrated visits (IPC CEE only) and self-assessments by partners.
• Work with MOH and other PEPFAR IPs to disseminate IPC guidelines, assessment standards, SOPs and IPC M&E tools through training of TOTs, training of HCPs, supportive supervision and mentorship to all PEPFAR supported regions, districts and HFs.
• Liaise with the TB and IPC coordinators to supervise and implement IPC in supported HFs.
• Collaborate with the HQAU at MOH and other IPs implementing IPC to conduct regular IPC TWG meetings.
• Represent THPS in the national IPC meeting.
• Implement other duties as assigned by the supervisor

Qualifications and Requirements:
• Must hold a bachelor’s degree in health science or equivalent from a recognized university.
• A medical or nursing degree with further specialization in infection prevention and control is an asset
• At least two years of experience working in IPC services/programs
• A demonstrable knowledge of standard and disease-specific IPC, a multi-modal approach to IPC, and WHO core IPC component is required
• Clear understanding of IPC in the context of global health security, emergency preparedness, and response is also required
• Demonstrable knowledge of infection control practices implemented at within Tanzanian health system.
• Experience in preparing and facilitating training for healthcare providers
• Familiar with of Tanzania health systems delivery, and working with MoH relevant departments is an advantage.
• Excellent interpersonal skills (ability to work within GoT systems); as a member of a team and working independently.
• Strong professional oral and writing skills, including the development of reports, oral presentations, and technical documents

JOB DETAILS:
Overall Job summary;
To provide technical support and oversee implementation of prevention of mother to child transmission (PMTCT), Early Infant Diagnosis (EID) and Pediatric and Adolescent in USAID Police and Prisons Activity supported sites. This includes access to HIV prevention, testing and immediate ART initiation services, particularly for HIV-positive and breastfeeding women (PBFW), paediatrics and Adolescents (0-19 years of age). Specifically, s/he will responsible to ensure Accelerating Progress for PMTCT and Pediatrics (AP3) scope is implemented as per country operation plan in 64 supported health facilities. The incumbent will oversee implementation of paediatrics HIV and PMTCT new strategies for reaching HIV epidemic control to ensure AP3 Objectives are met i.e. 1) reduce new child infections in children under 20 years of age, 2) rapid identification, linkage and treatment of children not yet on ART to increase coverage, including those lost to care; and 3) increase rates of pediatric viral load suppression to 95% and reduce mortality. Also, s/he will provide technical and implementation guidance and oversight to the THPS’s zonal teams in ensuring national guidelines, standards and protocols are followed across supported health facilities. The successful candidate will also represent THPS in national TWG meetings addressing PMTCT/ EID, Paediatrics and adolescents related issues.

Roles and Responsibilities
• Lead and oversee planning, implementation, M&E and reporting of PMTCT/EID, Pediatric and Adolescents services cascades
• Design and oversee strategies to reduce new child infections in children <19 years through addressing gaps in the PMTCT program.
• Support both zonal and facility team implement strategies for rapid identification, linkage and treatment of children not yet on ART to increase coverage, including those experienced interruption on treatment
• Develop innovative strategies and service delivery models to ensure HIV PBFW, pediatric and adolescents are both retained on ART and are virally suppressed with reduced mortality
• Collaborate with MoH, MoHA, PORALG and other partners to ensure continues services delivery with uninterrupted HIV and laboratory commodities supply to support PMTCT/EID and pediatric HIV services
• Work with zonal teams to strengthen the capacity of facility staff, Prisons Health and Nutrition Unit, and Police Medical Unit in delivering of quality PMTCT/EID, paediatrics, and adolescents HIV services
• Work with technical team at HQ to adapt/develop of PMTCT /EID, paediatrics and adolescent’s HIV standard operating procedures (SOPs), targeted continuous medical education (CME) for improving quality of services in supported facilities.
• Oversee and ensure efficient management project expenditure and other resources as per approved work-plan and budget for PMTCT/EID, paediatrics, and adolescents HIV services
• Work with the Activity’s M & EL to ensure PMTCT/EID and Pediatric HIV data recording, cleaning, reporting and utilization including triangulations different data sources before reporting to ensure data quality
• Work with Strategic information team through cascade analysis to ensure PMTCT /EID, paediatrics and adolescent’s HIV service are routinely tracked and reported as per reporting requirements and develops appropriated collaborative action plan for area of improvement.
• Lead efforts in writing technical program documents including project proposals, workplans, reports, best practices, lessons learned and other relevant documents, as required by the supervisor.
Required Skills, Knowledge & Experience:
• Medical Degree or related health science is mandatory; Masters of Public Health or a post graduate training in internal medicine/pediatrics or infectious diseases training will be an added advantage.
• Minimum of five years’ experience working with HIV/AIDS Care and treatment programs as in mmaternal, ppaediatrics, PMTCT/EID and Adolescent services
• Proven interpersonal skills in working effectively as a member of a team and independently.
• Ability to deal effectively and diplomatically with multiple government agencies, nongovernmental organizations, faith-based organizations, and the private sector
• Strong planning and management skills
• Ability to work independently with strong problem-solving skills
• Computer literacy and proven verbal and written communication skills including a demonstrated ability to write technical documents and give state-of-the-art presentations
• Willingness to travel in USAID Police and prisons supported regions up to 60% of the time building capacity of facility base HCW, RHMT, CHMT and THPS sub granted staff Fluency in English and Swahili
