ROLE PURPOSE
The Business Development Coordinator (BDC) will play a critical role in the development and realization of an ambitious business development country strategy. The main purpose of the position is to contribute increasing quality income with a diversified portfolio growth, and support grants to be donor compliant. The role will support the Business Development Manager in market research, identification of emerging trends as well as coordinating specific end to end bid development, which may include but not be limited to synthesis of the opportunity, partner identification and managing of assigned proposal development teams and with a view to leading collaborative teams that promote winning proposals. This role is designed to explore new business development opportunities in collaboration with programme in country, and also National Offices through exploring funding websites, in country donor partner relations building, and through a regular business development engagement with National Offices across the Plan International partnerships. This role will support Business Development Manager (BDM)to roll out Business Development Strategy and Business Plan.
Under the direction of the Business Development Manager (BDM), the Business Development Coordinator will work with the proposal design team, usually composed of Programme Quality, Program Delivery, Finance, Admin and Logistics (Supply Chain), Monitoring, representatives of National Office(s) and local partner organization(s); making a quality gender transformative and inclusive proposal, aligned with the strategic priorities of the donor and Plan International; and submitting it timely.
Dimensions of the Role
The post holder will report directly to the Business Development Manager (BDM) and will manage grant acquisition processes with budgets up to €500,000 under the supervision of BDM, and will have a strong supporting role in grant acquisitions with budgets above €500,000.
In order to achieve his/her objectives, s/he will work very closely with other members in BD Team (Awards Management Specialist and Business Development Manager), as well as, other key departments i.e. Programme Quality and Implementation, Partnerships, Operations, Finance and Influencing & Communication.
The position holder has no direct reports.
Accountabilities
• Resource Mobilization (75%) and Donor intelligence: Support in the identification and development of opportunities such as proposals, concepts to donors (including institutional, corporate, multilateral, and, foundations, etc.)
• Prepare and develop high quality and timely concept notes, proposals (normally under €2M), and other proposal write ups or documents (e.g. annexes) ensuring documents meet donor and Plan International standards.
• Gather Donor Intel through reading and exploring donor’s strategy, business focus, development tracker for the country; and capture these into the form of grant synopsis for management’s attention and support.
• Support development of Donor Mapping, by identifying donors, including their overlaps, solicitation schedule, potential investment, and existing partnership information and update these regularly in the Donor Mapping Report Document.
• Routinely monitor, document and highlight new funding opportunities (call for proposals, expressions of interest, open calls, etc.) to ensure that Plan International Tanzania is abreast of new opportunities in line with Plan Tanzania’s strategic focus.
• Outline and follow up the Proposal Development Plan (Proposal Calendar) distributing key tasks among designated Proposal Design Team members with a clear milestone and timeline.
• Coordinate and facilitate the Proposal Design Workshop in coordination with the Proposal Design Team and National Office(s) – this include, preparing workshop schedule, conduct a design workshop to develop Theory of Change, Logical Framework, Define Intervention (Activities), Stakeholder Analysis, risk Matrix, application of Gender Marker Tool, Activity Planning, Human Resource and Financial Planning.
• Following the Proposal Design Process Flow, coordinate the Proposal Development with different business partners, mainly, the Proposal Development Team, for designing the project and writing sections assigned as per agreed Proposal Calendar.
• Follow Plan Tanzania’s protocols for: Go/No-Go decisions, Partnerships with National Offices (e.g. GAM Processes), Proposal Development, Partnerships and Project Kick-off and Start-up Checklist.
• Cost Recovery: Together with the BDM and Finance Manager – Budgeting and Reporting, is co-responsible to ensure that all categories of program and operational costs are included at the conceptualization and submission stage of designated proposal.
• As relevant for Donor and/or Plan International, and together with respective technical staff, ensures proposals have mainstreamed Gender, Resilience Building, Climate Change & Adaptation, Disaster Risk Management, Child protection & Safeguarding, including:
• Update funding tracker and Grant Pipeline Monitoring Tool (GPMT) with a regular frequency to capture right information on proposals looking for funding, submitted, accepted and/or rejected by the donor.
• Negotiate and prepare Funding Approval Document (FAD) or new opportunities (Stage-1 & Stsage 2 as relevant) and secured grants (Stage-3), in close coordination with BDM.
Representation, Partnerships Engagement and Networking (10%)
• Together with the BDM, lead in strategic positioning and build strategic partnerships for new resource mobilization and program development.
• As delegated and under the direction of the BDM, represent Plan Tanzania at meetings with donors, National Offices and/or local partners.
• With/or on behalf of the BDM, attend forums and meetings (including online calls) that will advance its interests to improve its resource base.
• Support to mobilize and setup network meetings between Plan Tanzania, its partners, donors and other interested parties.
Project Start-up, Contracting and Data Management (5%)
• Develop Fund Agreement Documents (FAD) and monitor them to ensure contracting is finalized between National Offices (NOs) and Plan Tanzania.
• Support the Award Management Specialist ensuring there is a smooth transition from contracting to hand over of contracted projects to the program management and project staff;
• As part of hand over processes, support the Award Management Specialist in organizing project start up workshops with the program team and designated project staff and other Plan International key staff.
• Support a high performing team and ensure all relevant departments have the necessary knowledge and skills to acquire and implement sustainable grant funding (5%)
• Work together with the Business Development Manager to identify training needs and coach Plan Tanzania staff on grants acquisition to ensure there is an appropriate support to the BD department in its fundraising efforts.
• Participate in regular team meetings and contribute to the overall smooth operation of the department.
• Support in the development of training materials for staff on Business Development and mentor staff in proposal development as needed.
• Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)
• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures;
• Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
• Ensures that Plan Tanzania contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Key relationships
• Internal: Excellent working relationships are required within the BD team, the Program Team, HR team and Operations team (Finance, IT, Procurement, Logistics and Administration) in order to ensure timely and quality delivery of results.
• External: The BD Coordinator will work closely with the BDM to ensure external relationships are well managed and coordinated. The BD Coordinator could be requested to represent Plan International in external forums relevant to Resource Mobilization.
Technical expertise, skills and knowledge
Essential
• Bachelor’s degree in social sciences or at least 5 years of demonstrated track record of writing project proposals and obtaining grant funding for development projects
• Knowledge of local and external donors that could support Plan’s work
• At least 3 years of experience in an NGO or donor organisation
• A commitment to, and understanding of, participatory approaches to development.
• Understanding of Gender Transformative Approach and/or Education and/or Protection from Violence and/or Economic Empowerment and/or Adolescent SRH and/or Health/Nutrition.
• Excellent written and oral English language
• Excellent communication skills
• Excellent coordination, planning and design skills
• High level of computer proficiency
• Conceptual and analytical skills
Desirable
• Knowledge of Emergency Response and/or Gender and/or Resilience Building, Climate Change & Adaptation and/or Disaster Risk Management and/or Child protection & Safeguarding are a plus
