JOB DETAILS:
The Health Promotion and System Strengthening (HPSS) is the Project operating in all Regions of Tanzania under the framework of Tanzania-Swiss Cooperation. The Project is funded by the Swiss Government through the Swiss Agency for Development and Cooperation and it is implemented by the Swiss Tropical and Public Health Institute (Swiss TPH). Through the HPSS Project, the Government of Tanzania (GOT) is supported to strengthen the health system by implementing innovative approaches, which are tested jointly with the Government for adoption at the national, regional, district and community levels. The Project has been implemented in phases; phase one started in 2011 and completed in 2015, which was succeeded by the second phase from 2015 to July 2019. The Project is now entering the phase 3 which is the exit phase with a goal of providing Technical Assistance to the GoT for the nationwide implementation of CHF, Jazia PVS, HTM systems and Health Promotion approaches, as well as contributing on supporting implementation of MoHCDGEC strategy for digitisation of the health system. In the exit phase, the development, discussion and dissemination of evidence is of crucial importance for the successful completion of the project. In this respect, Project will implement key strategic evaluation and operational research activities to generate evidence to further inform the GoT on development of health insurance, supply chain and management of health commodities, health technology and physical infrastructure management as well as health promotion and disease prevention.
The Project is looking for the qualified professional to fill in the position mentioned hereafter:
INFORMATION TECHNOLOGY OFFICER (2 Position)
Reporting to: Project Manager
Location: Dodoma/TBD
Level of Engagement: Full-time
Duration of engagement: 1 year.
Aim of the job: The IT Officer is responsible for the management of IMIS and all data related activities to all Project's components not limited to iCHF in his/her zone. The Project's components in the national contexts have multiple digital components that need further development and integration into the IT landscape of Tanzania. The ICT officer will be the key person to the HPSS Digitization efforts as he/she will form the interaction point of the Project with relevant government ICT related stakeholders as well for coordination with other part time ICT experts based abroad and with the IT vendor. The main objective of the IT Officer will focus on building capability capacity of the government structure in Tanzania to take over the reforms. This position requires a well organize professional staff with a high level of honesty and transparency .
Main Tasks
The IT Officer will have the following responsibilities and duties;
• Support IMIS, OpenMedis and related IT infrastructure of multiple
• offices in Local Government Authorities in the zone.
• Support Health department and CHF offices in the management of IMIS and OpenMedis by providing training, coaching and backstopping / troubleshooting
• Support implementation and integration of inventory management system OpenMedis,
• Ensure backup systems operates effectively;
• Contribute to organizational policy regarding quality standards and strategic planning:
• Conduct ICT training based on the demand of the Project and local government authorities.
• Managing of internet and local network facilities.
• Manage a system for keeping safely all ICT equipment, software and other related materials.
• Supporting users on change control and system updates.
• Providing training and user manuals to users of a new system.
• To Provide day to day support to end users in regards to mobile applications that are used in connection to the IMIS system.
• Maintenance, installations of applications. Recording of all challenges/problems in the zone concerning IMIS and report them to the management.
• Management of printer, backup system of Project documents.
• Manage IT equipment warranty.
• Liaise with the local Internet Service Providers such as (TTCL) for any technical fault.
• Provide technical support to Project staff and partners on IT affairs such as access to internet and configuration/settings at Project offices.
• To identify user needs of the system applications and communicate to the TSO and IT System Analyst.
• Maintaining data integrity, backup, security and troubleshooting of
• critical parts of the organization network infrastructure in the zone.
• Contribute towards achievements of Project outcomes: 2,3,4,5 (IT aspects) and outputs: 2.1-2.4, 3.1 -3.4.4.1-4.4, 5.1 - 5.3 (IT aspects)

Qualification, experience and other skills:
• Minimum a Bachelor degree in ICT.
• Proven experience as IT applications.
• Knowledge and understanding of programming languages (NET, Java, Javascript, Python).
• Knowledge and understanding of server and networking configuration.
• Knowledge of databases, system security and troubleshooting.
• Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access).
Job Education Requirements: Minimum a Bachelor degree in ICT.
