Background
The University of Maryland Baltimore (UMB) works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve quality of health services through targeted technical assistance, systems development & strengthening, and institutionalization of quality improvement initiatives. In Tanzania UMB works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit organization.
JOB DETAILS:
Building on experience in more than 15 countries, UMB in Tanzania has received funding from the United States Government’s Centers for Disease Control and Prevention through the President’s Emergency Plan for AIDS Relief (PEPFAR) to provide Targeted Technical Assistance to Local Clinical Partners and Regional Health Management Teams for Implementation of Comprehensive HIV Care, Treatment, and Support Programs in the United Republic of Tanzania (The REACH Project).
The Strategic Information and HMIS Advisorwill provide guidance, standards and facilitate health M&E, informatics and DDIU expertise for the health management information system components of the REACH project. She/he will report to the M&E Director. Qualified candidates will have expertise in one or more of the following areas:
- Understanding of monitoring, evaluation and reporting requirements for PEPFAR supported projects.
- Managing and conducting capacity building need assessments related to health information systems (HIS).
- Advanced knowledge in computer programming and software development principles.
- Support training to LIPs and facilities’ staff on data standards, data quality checks, gap analysis, and data use for decision-making.
- Participate in project data QA/QI activities to ensure regular, accurate monitoring reports on all required indicators from LIPs and facilities staff.
- Provide input on the design of the training curriculum and ensure all training materials are procured or created in time for the training.
Key Roles & Responsibilities
- Develop strategic information capacity to the Regional Health Management Teams (RHMT) and CDC-specified Local Implementing Partners (LIPs) and high volume facilities in the project twelve regions.
- Design and develop strategic information processes and tools to meet project demand and foster proper monitoring and evaluation of activities.
- Support the interpretation of data and information being generated and be used to enhance decision making at all levels.
- Support all reporting and data transformation into use from project, RHMTs and Local Implementing Partners.
- Support operational research activities at the project level with the support from the other project staff.
- Lead development team in adherence to digital principles of systems development.
- Provide inputs and technical support in design and deployment of HMIS and M&E Tools.
- Provide mentorship to RHMT and Local Implementing Partners in all HMIS and M&E activities.
- Apply technical skills, standards and innovation to carry out project activities.
- Solve complex technical problems that arise throughout the project using creative and results-oriented outside the box thinking.
- Any other duty as you may be assigned by the Project Director
Required Qualifications, Experience, and Skills
Qualification and experience:
- 5+ years of applicable work experience with health management information systems.
- Degree in M&E, Statistics, Computer Science, Software Engineering or equivalent.
- Advanced Degree preferred; in related discipline.
Expertise in the following areas:
- Tanzania National DHIS2 system
- Information Systems project management
- Electronic Medical Records
- mHealth
- HL7 and principles of digital development standards
- Monitoring and Evaluation of HIV/AIDS program
- PEPFAR Reporting Indicators
- Knowledge and experience of data informed decision making and advocacy
- Ability to communicate technical data to non-technical audiences
- Excellent Data management and data visualizations
- Crosscutting Skills
- Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
- Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve policy and operational constraints effectively.
- Ability to handle multiple tasks simultaneously, set priorities, and work independently.
- Excellent verbal and written communication skills in English & Swahili.
