Aviation Medical Assessor (P5) (Ref: Cas/Hr/003/2022-2023)

The Civil Aviation Safety and Security Oversight Agency (EAC-CASSOA) is a self-accounting institution of the East African Community. The Agency is looking for a highly motivated, result-driven and qualified professional from citizens of all EAC Partner States to fill the following position in the Agency

JOB TITLE: AVIATION MEDICAL ASSESSOR
GRADE: Professional Grade (P5)
REPORTS TO: Executive Director
DUTY STATION: CASSOA Headquarters Entebbe, Uganda



1. Purpose of the job
To provide assistance to the EAC Partner States in the Implementation of ICAO Aviation Medicine-related Standards and Recommended Practices (SARPs), and associated Technical Guidance Materials.

2. Duties and responsibilities
Function 1: (including expected results)
Establishing, planning, implementing, supervising and evaluating programs for the region’s Centre for Aviation Medicine (CAM) activities achieving results as:
1. Synergy among EAC Partner states in oversight and enforcement of aviation medical requirements in the region.
2. Common programs for aviation medicine that applies across the EAC Partner States.
3. A center of reference on aviation medicine for the EAC Partner States and beyond.
4. Shared pool of aviation medicine experts to support the aviation personnel licensing function in the region.
5. Shared resources to support flight safety among the EAC Partner States.

Function 2: (including expected results)
Coordinating and overseeing the implementation of the Safety Oversight Programs and technical support to Partner States related to Aviation Medicine as approved by the Board resulting into:
1. Effective aviation medicine safety programmes that meet the standards set by ICAO.
2. Development of the required aviation medicine technical guidance materials, procedures and policies and subsequent enforcement.
3. Capacity building for the Partner States to set their own aviation medicine programmes and enhance flight safety.

Function 3: (including expected results)
Evaluating the status of Aviation Medicine among the EAC Partner States and providing technical assistance to Partner States in Personnel Licensing (Medical) activities achieving results as:
1. Evaluation reports on the level of compliance to aviation medicine standards by the respective states.
2. The findings for the states to address.
3. The recommendations for the states to implement.
4. Corrective action plans to be adopted by the states.
5. Closure of the findings by the respective states.
6. Compliance to the required aviation medicine standards as set by ICAO.

Function 4: (including expected results)
Developing harmonized Personnel Licensing (Medical) standards, regulation formulation and amendments to ensure conformity to international standards achieving results as:
1. Standardized aviation medicine regulations and procedures applicable to all the EAC Partner States.
2. Updated aviation medical regulations for the Partner Sates compatible with current ICAO SARPS.
3. Regulations easy to enforce across the EAC Partner States and beyond.
4. Facilitation of air transport and ease of business within the EAC Partner States.

Function 5: (including expected results)
Evaluating amendment proposals of the Standards and Recommended Practices (SARPs) relating to Aviation Medicine and formulating a common regional position achieving results as:
1. Regional input into the amendments of ICAO SARPS.
2. Common regional position on filing differences to ICAO on implementation of aviation medicine standards.
3. Harmonized and updated regulations for aviation medicine among the EAC Partner States.
4. New legislations among the EAC Partner States that conform to the amended ICAO SARPS.

Function 6: (including expected results)
Convening and facilitating Working Group meetings to formulate and review harmonized Regulations and Technical Guidance Materials achieving results as:
1. Participation of both CASSOA and the EAC Partner States in the review of regulations and technical guidance materials.
2. Harmonized regulations and technical guidance materials for the EAC partner states.
3. Harnessing of the appropriate skills for quality input in the revisions and amendments of aviation medicine licensing regulations and technical guidance materials.

Function 7: (including expected results)
Developing inputs and implementing procedures and guidelines to be followed in obtaining and sharing regional human resources for inspection activities, surveillance, audits and responding to requests for assistance in Aviation medicine achieving results as:
1. Synergy among EAC member states in carrying out inspections, surveillances and oversights.
2. Enhanced cooperation among the EAC Partner States in enforcing aviation safety standards
3. Exchange of skills among the EAC Partner States.

Function 8: (including expected results)
Preparing CAM Annual programme of activities and budget specific to aviation medicine activities achieving results as:
1. Workplans and budgets that address the needs and requirements of the aviation medicine function.
2. A framework for implementing planned activities for the aviation medicine function and monitoring progress.
3. Realignment of aviation medicine activities with the overall objective of the licensing function and the corporate goals of the Agency.

Function 9: (including expected results)
Assisting/participating in the development and implementation of regional State Safety Programmes on matters related to aviation medicine achieving results as:
1. Harmonized State Safety Programmes workable across the EAC member states.
2. Common safety management systems for all the EAC member states.
3. Capacity building for the EAC member states to develop and implement own State Safety Programs and Safety Management Systems that meet ICAO Standards.
4. Reduced aircraft accidents and incidences within the airspace of EAC Partner States.

Function 10: (including expected results)
Carrying out a Skills Audit and developing a data bank of Designated Aviation Medical Examiners (DMEs) in the Region and building their capacity by arranging or planning basic and refresher training programmes in Aviation Medicine achieving results as:
1. Skills audit report for the aviation medicine and licensing function in the region for ease of reference and use.
2. Skills gaps on aviation medicine within the EAC member states that need to be addressed.
3. The required intervention that needs to be effected and the resource required by each member state.
4. Training programmes suitable for each member state.
5. Implementation of the training programmes.
6. Data bank of skills available in the region to sustain the aviation medicine and licensing function.

Function 11: (including expected results)
Evaluating medical reports of Designated Medical Examiners where necessary and investigating all appeals in the region and ensuring accredited medical conclusions achieving results as:
1. Professionalism, transparency and accountability in the administration of aviation medicine function.
2. Integrity in the administration of aviation medicine function.
3. Administration of medical tests that meet the standards set by ICAO.
4. Addressing and solving of disputes arising from medical tests.

Function 12: (including expected results)
Ensuring that medical records are kept in confidence and developing a method of managing medically related safety concerns achieving results as:
1. Psychological comfort of individuals adversely affected by medical tests results.
2. Observance of privacy for those seeking aviation medical services.
3. Ethics and human dignity in the management of aviation medicine activities.

Function 13: (including expected results)
Evaluating and monitoring the implementation of the CAPSCA Project by all the EAC Partner States at all their International Airports achieving results as:
1. Reports on the implementation of CAPSCA requirement in airports.
2. Public Health Risks in the airports that need to be addressed.
3. Recommendations to the EAC Partner state to address the risks.
4. Corrective action plans adopted by the affected states.
5. The necessary interventions and the resources required by each member state.
6. Reports on mitigation of the risks
7. Airports safe from communicable diseases.

Function 14: (including expected results)
Developing and reviewing operational guidelines for air passengers and aviation personnel in relation to communicable disease e.g COVID-19 pandemic/Ebola achieving results as:
1. Common guidelines for communicable diseases applicable in all airports in the region.
2. Ease of people movement within and across airports in the region.
3. Prevention of public health events.
4. Protection of airport users against the international spread of diseases.

3. Qualifications and experience
3.1 Education Requirements
1. A minimum of a Bachelor’s degree in medicine from a recognized university.
Technical Qualifications, Knowledge and Skills
1. Must be a professionally qualified Physician and licensed in the practice of medicine.
2. Must have obtained the Basic Aviation Medicine training at an internationally recognized institution.
3. Possess extensive knowledge of regulatory and clinical civil aviation medicine.
4. Have detailed knowledge and understanding of Civil Aviation Authority rules, regulations, policies and procedures related to the medical certification of aviation personnel.
5. Have thorough knowledge of ICAO SARPs.
3.2 Experience
1. Six (6) years’ practice as a State Designated Aviation Medical Examiner.

5. Eligibility for applications
This vacancy is open to citizens of all EAC Partner States.

6. Terms and conditions of service
The above is an established position within the Agency’s organization structure and is tenable for a contract of five (5) years renewable once subject to satisfactory performance and age limit requirements.

7. Education qualifications
All candidates applying for the above position must have qualifications that are recognized by the relevant national accreditation body in their respective Partner States. This condition is applicable for locally and internationally attained qualifications.

8. Relevant work experience
Internship, training and apprenticeship will not be considered as relevant work experience.

9. Salary and fringe benefits
The established position offers a competitive salary and attractive fringe benefits including house allowance, education allowance, a medical scheme and insurance cover among others.

10. Age limit requirement
The Agency Staff Rules and Regulations stipulate that no candidate above the age of 55 years will be considered for employment in the Agency.
