JOB DETAILS:
Asasi ya Uwezeshaji Tanzania – ASUTA working in partnership with FHI 360 on Epidemic Control (EpiC) which is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) which is dedicated to achieving and maintaining HIV epidemic control. It is led by FHI 360 as prime and has a five-year period of performance from April 15, 2019 to April 14, 2025.

ASUTA offer the following open vacancy for interested candidate;

POSITION: BIOMEDICAL TECHNICAL OFFICER (BTO)
Department: Program
Reports to: Program Manager
Location: Dar es Salaam Region

Purpose: This role will be crucial in leading, coordinating, and implementing biomedical services for HIV prevention, care, and treatment programs. The BTO will ensure effective delivery of biomedical interventions to vulnerable populations and providing guidance to healthcare providers. The role also involves operationalizing national guidelines, developing service plans, and ensuring the availability of biomedical supplies.

Key Responsibilities:
• Lead the implementation of biomedical services in collaboration with staff, implementing partners, and key stakeholders.
• Train and mentor government/certified health providers and CHMTs to improve capacity in delivering biomedical services and address any attitudes or beliefs regarding KVPs.
• Work closely with senior-level counterparts in the CHMT, District/Council care and treatment partners, and other partners to advance HIV biomedical prevention for KVPs in the designated council.
• Ensure the operationalization of the National Guidelines for Comprehensive HIV Interventions for KVPs, HIV testing, HIVST, PrEP, Family Planning, TB, and STI services.
• Coordinate and monitor the timely implementation of comprehensive biomedical services such as Mobile HTS, Index Testing, PrEP, HIVST, Social Network Strategy (SNS), and Recency Testing.
• Develop quarterly and monthly service plans to effectively roll out demand creation and biomedical service activities.
• Provide technical support to Program Officers and healthcare providers on integrating biomedical services into other activities.
• Liaise with the RACC, DACC, RRCHCO, and DRCHCO to ensure the timely availability of biomedical supplies.
• Monitor the implementation of service plans, performance, and progress towards biomedical targets.
• Ensure the dissemination of national policies and guidelines on KVP, PrEP, HIVST,
• and HIV programming at the council level.
• Document experiences, case studies, best practices, and technical briefs on program implementation.
• Prepare performance reports, program and site visit reports, presentations, and
• success stories.
• Collaborate with the project team to assess progress towards targets and ensure data accountability.

Other Responsibilities:
• Provide comprehensive case management support to HIV-positive clients, coordinating care and treatment services.
• Collaborate with peer navigators to manage cases related to GBV, STIs, and TB.
• Ensure proper documentation, monitoring, and follow-up of cases to promote client adherence to treatment plans.
• Perform any other tasks as required by management.

Qualifications and Experience:
• Bachelor’s degree or Diploma in Biomedical Sciences, Public Health, Nursing, Clinical Medicine, Health Management, or a related discipline.
• Proficiency in spoken and written English.
• 3-5 years’ experience in HIV prevention programs targeting high-risk and vulnerable populations.
• Previous experience working in USAID/PEPFAR-supported HIV prevention
• programs are highly desirable
