Introduction and Background Information
The rural and coastal communities of developing countries including Tanzania, bear the greatest brunt of the lack of transparency in fisheries and the resulting unsustainability and inequity (SADC 2017). It undermines the right of these communities to socioeconomic development, disrupts their surrounding ecology, and increases their vulnerability to food and livelihood insecurity. With increased international awareness of the issue of fisheries transparency, numerous instruments and transparency initiatives have been introduced at the national, regional, and international levels. Among them, the Fisheries Transparency Initiative (FiTI) is a prominent effort that supports coastal countries in improving the accessibility, quality, and credibility of national fisheries information.

In 2016 WWF TCO facilitated a study to evaluate efficiency in sharing fisheries-related data and information. Countries were evaluated against availability, accessibility, and transparency in sharing relevant information. Eight South Western Indian Ocean countries were evaluated against fishing vessel registrations, fishing vessel licenses (foreign, domestic, and access agreements), Vessel Monitoring System (VMS/AIS), reporting of catch (on-board observers, catch documentation, landings, and Port State Measures Agreement (PSMA) requirements), reporting of trade and other Monitoring, Control and Surveillance (MCS) information.
In May 2022, WWF TCO under the Bloomberg Project ‘supported fisheries transparency national dialogue for Tanzania to develop a road map for improved fisheries transparency and governance in the country. However, a number of challenges were identified, such as:
(a) Review available assessment of the fisheries legal and governance frameworks in Tanzania mainland and Zanzibar;
(b) Work closely with Deep Sea Fishing Authority (DSFA), to determine the fisheries transparency challenges in the Exclusive Economic Zone (EEZ) for the United Republic of Tanzania;
(c) Review WWF-SWIO countries project support in production of fisheries transparency documents and policy
briefs;
(d) Undertake fisheries needs assessment and capacity needs to improve the fisheries transparency
(e) Develop a transparency national policy brief (with reference to the regional one) in both English and Kiswahili
Important Methodology
Among other methods, the consultant(s) should not skip the following three stages, namely:
Desk review: The first stage should involve literature review and collection and collation of secondary data and information. This should principally involve review of published and unpublished manuscripts, official government records and publications. Information should be gleaned from several data sources, including studies undertaken and other consultancy work.
Field visits: The consultant should make visits to key stakeholders – Ministry of Livestock and Fisheries (MLF) mainland, Ministry of Fisheries and Blue Economy in Zanzibar, Deep Sea Fishing Authority (Zanzibar), Fish export industrial processors (owners and leaders of their association), Local Government Authority Ministry (Focal person, Fisheries), Fisheries Research Institutions, Fisheries Education and Training Agency (FETA), Tanzania Fishing Company (TAFICO), Zanzibar Fishing Company (ZAFICO), Tanzania Bureau of Statistics (TBS), District Authority (LGAs) and centralized markets for fish and fisheries products(e.g. Ferry), among others.
Stakeholders’ workshop: The third stage should involve compiling data on key findings, variables and indicators and presenting them to a selected stakeholders before the final report. The consultant should be able to use other methods such individual and group interviews, in-depth interview, narratives etc, as he/she may see fit for this assignment
Important Qualifications
Advanced written and verbal proficiency in English and Kiswahili and working knowledge of other experience:
(a) Master’s degree/PhD in Fisheries Aquatic science, Fisheries ecology, Environmental Science, oceanography, Fisheries Economics/Socio-economic studies, political science, Natural Resources Governance and socialpolitical ecological studies;
(b) At least 5 years of solid working experience in marine environment;
(c) Experience in regional and national bodies such as SADC, IOTC, FAO (IUU-Fishing);
(d) Experience in Monitoring Control and Surveillances (MCS) and Fisheries Transparency Initiatives (FiTI);
(e) Ability to organize and facilitate meetings, translate technical information for a non-technical audience and local context with diplomatic and multi-cultural skills;
(f) Excellent analytical and research skills and strong interpersonal skills to work and deliver results independently and within a team;
(g) Mastery of computer tools: Microsoft Word, Excel, PowerPoint and other as applicable (particularly recommended: bibliographic management software);
(h) Experience working with WWF projects an advantage and
(i) Ability to interact with high officials in government ministries and departments
DURATION OF ASSIGNMENT: The time span for this activity will spread from 25 April – 25th June 2023
