JOB DETAILS:
The proposed Chief of Party (COP) will provide overall leadership and managerial direction for the anticipated Tanzania Social and Behavior Change (SBC) Activity. Fulfill the diverse managerial requirements of the Activity and have technical and management responsibility for all activities, personnel, and budget/spending. Serve as the Activity’s primary representative to USAID/Tanzania, the Government of Tanzania, other donors, and key stakeholders. Responsible for the smooth implementation of the Activity, and for effectively addressing problems and challenges that arise during performance. Responsible for ensuring completion of the Activity on schedule and within budget constraints, and timely and accurate delivery of all reports and other program products and deliverables. Based in Dar es Salaam, this position is contingent on funder approval and award to FHI 360.

Accountabilities:
• Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment and violence-free work culture, and systems for safeguarding project participants.
• Provide overall leadership and expertise in the development and implementation of SBC approaches and interventions to address the social and behavior change needs of health (family planning/reproductive health (FP/RH), maternal, newborn, child, and adolescent health (MNCAH), Global Health Security Agenda (GHSA), malaria, HIV/AIDS, and other selected health areas) and other development sectors.
• Provide leadership in collaboration, coordination, and communication between stakeholders within and outside of the health sector.
• Lead the overall planning, implementation, and monitoring of all activities, in close coordination with the Government of Tanzania and USG partners, to ensure Activity goals and objectives are accomplished in a timely and cost-effective manner within funding parameters.
• Ensure adherence to technical quality standards and donor requirements and guidelines, leveraging internal and external resources, as needed.
• Oversee/manage partnerships, ensuring strong coordination and collaboration.
• Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, Government of Tanzania partners, and other key stakeholders.
• Oversee a team of senior technical and program management project staff and ensure strong communication and coordination with and between all team members.
• Oversee the development and implementation of Activity annual work plans and provide guidance and training to staff to achieve Activity goals.
• Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork.
• Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
• Perform other duties as assigned.

Supervision Given/Received:
• Set goals and budgets for the Activity and lead staff in achieving strategic goals.
• Lead coordination of resources for ongoing activities across business units and addresses/resolves project issues.
• Typically reports to the FHI 360 Regional Portfolio Director.

Education:
• Bachelor’s Degree or its International Equivalent in public health, communication/behavior change social sciences, international development, or a related field. Master’s Degree strongly preferred.
• Project Management (PM) Certification preferred.

Experience:
• 12+ years of relevant experience (including 8+ years of line management experience) in the design, implementation, and management of public health programs that are complex and strategic in nature and national in scope.
• Strong understanding and demonstrated experience working with, advising, and providing technical assistance to the Government of Tanzania and Tanzanian non-governmental organizations/civil society organizations (NGOs/CSOs), and private sector organizations, preferably related to SBC.
• Demonstrated experience and understanding of SBC within and outside of the health sector and multi-sectoral SBC.
• Familiarity with USAID rules, regulations, and policies, and related reporting requirements and funding parameters.
• Knowledge of USG health and other development initiatives in Tanzania.
• Demonstrated leadership in convening diverse groups of stakeholders to gain commitments and action towards shared goals.
• Demonstrated leadership skills, and experience in building and maintaining productive working relationships with a wide network of institutional partners and stakeholders, including host governments and international donor agencies.
• Demonstrated track record of leading teams to achieve project results.
• Demonstrated strategic planning, staff development and capacity building experience.
• Experience working in an NGO.
• Experience managing a USAID-funded project preferred.
• Excellent oral/written communication skills in English; excellent oral/written communication skills in Kiswahili a plus.
• Ability to work independently and manage a high-volume workflow.
