Job Description
MISSION AND JOB DIMENSION:
* The Process Commissioning Lead is responsible for the preparation and execution of process systems commissioning. He is responsible to coordinate all other disciplines to achieve full completion of subsystems, defining the strategy and ensuring relevant procedures and documents have been prepared.
ACTIVITIES:
• Implementation of the Project safety management systems during the planning and execution of Pre-commissioning, Commissioning and Startup project phases, adapting them to the specific needs and unique risks.
• Responsible for HSSE performance for all personnel and facilities under their control
• Promote safety and environmental awareness through inductions, training, inspection, and promotions.
• Assist in investigation all incidents/accidents and near misses and present reports accordingly.
• Be responsible in developing and coordinating with other discipline the preparation and execution of Operational Tests.
• Lead the preparation for Nitrogen leak test activities.
• Lead the commissioning of process systems, including startup, performance testing, and optimization.
• Responsible for the Process and Piping Commissioning team and to oversee training, competency, and supervision of personnel.
• Troubleshoot and resolve technical issues to ensure smooth operation.
• Collaborate with engineering team to ensure seamless integration of process systems and provide required support during the completion of detail engineering design phase.
• Provide engineering support during the commissioning phase, working closely with the engineering team.
• Collaborate with the Field engineering team to update design documents based on commissioning feedback.
• Ensure compliance with engineering procedures, codes, standards & approved codes of practice.
• Keep updated the Commissioning Sequence and provide input into project plans and schedules, achievement of agreed schedule.
• Ensure that Process commissioning activities are properly organized, scheduled, and conducted in a structured and safe manner, to test and certify that the installed equipment/systems, comply with the agreed performance parameters indicated in the design documents and specifications.
• Responsible for the safe and timely execution of all Commissioning activities and integration of these activities with both Project and Operations.
• Report daily progress and work scope completion ensuring all issues, identified risks and concerns are clearly communicated and addressed.
• Cooperate and support the Operations team in the execution of Start-up activities.
• In coordination with the CMT Lead, prepare and organize the progressive Transfer of Operation and Maintenance of the facilities to CPY Field Operation Team (TOM Dossiers, Electrical isolation, As Commissioned documents etc…)
CONTEXT AND ENVIRONMENT:
* EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development following IFC standards to secure the necessary financing.
ACCOUNTABILITY:
• Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
• To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
• Supporting and coordination EACOP project teams.
QUALIFICATIONS AND EXPERIENCES REQUIRED:
• Bachelor’s degree in chemical engineering or a related field.
• Minimum 10 years of experience in Oil & Gas industry with similar large-scale projects & environment as Process Engineer.
• Must exhibit a strong track record of completion and success in delivery of commissioning and projects safely.
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.
• Strong leadership and communication skills.
• Fluent in English (speaking and writing).
