1. Background of Consultancy Assignment/ Project
Stretching from Lake Victoria to the Indian Ocean, the Southern Kenya - Northern Tanzania (SOKNOT) transboundary area covers some 134,000 km2. The area is famous for its conservation areas, including the Serengeti, Maasai-Mara, Tsavo, Kilimanjaro and the Ngorongoro crater, important biospheres and bird habitats including Lake Natron, Loita, Amboseli and West Kilimanjaro. There are 39 communal conservancies and 3 wildlife management areas (WMAs) that reflect its extraordinary biodiversity and tourism value. The landscape is home to millions of wild animals including threatened and endangered species such as elephant, black rhino, lion, cheetah, hirola and African wild dog. The annual wildlife migrations by up to 1.3 million animals are among the largest worldwide and a main tourist attraction.

Land for Life (L4L) is among the WWF’s projects in the SOKNOT transboundary landscape/program. Tanzania's Lake Natron area and Kenya's Loita Forest area are the two locations where the implementation of project activities is taking place.

The L4L project is funded by WWF-UK, and the UK’s Foreign, Commonwealth and Development Office (FCDO). The project aims at securing livelihood and empowering vulnerable Maasai communities whilst recovering wildlife in critical corridors in the Lake Natron and Loita area. A three-year project is being implemented in 20 villages in Longido district in Tanzania; and is providing support to local Maasai communities including among others, addressing the need for Human – Wildlife Conflict (HWC) mitigation and supporting sustainable rangeland management in the project area. Additionally, the project also supports other activities in the project area including eco-friendly business development, wildlife and habitat conservation with a focus on critical conservation areas such as wildlife migration corridors and HWC hotspots. The project further investigated the feasibility of an alternative model of community- based natural resource management (CBNRM) to include wildlife, forests and freshwater. The establishment of a community-based organization (CBO) as a conservation program in the Lake Natron area was supported by the majority of the communities. A CBO with the name JUMUIYA YA LOKEEN - NATRON (LOKEEN CBO) was formally registered under the Ministry of Home Affairs after completing all necessary procedures.

The LOKEEN CBO is being supported by WWF Tanzania under the FCDO-funded L4L project to be operational for sustainable management of natural resources in the Lake Natron area.

2. Objective of the Consultancy
The primary objective of the assignment is to develop a 5-year strategic plan for LOKEEN CBO and translate its constitution and by-laws into English.

3. Scope of Work/ Major Responsibility
• To translate the existing LOKEEN CBO constitution and by-laws into English.
• To develop the strategic plan of a newly established LOKEEN CBO.

So, among other things, the following will be the plan's elements:
1. Develop a sound methodology that serves as the foundation for the strategic plan and makes it easier to analyze the direction in which LOKEEN CBO is heading.
2. Conduct a needs assessment of the Organization, taking into account situation analysis and identification of constraints and opportunities for growth and development.
3. Guide stakeholder mapping and consultations and understand, obtain, and analyze qualitative and quantitative data relevant to stakeholders and partners.
4. Develop plans and strategies with specific deliverables, indicators and tools that address the constraints and create the needed support systems and incentives.
5. Development, validation, finalization and costing of the strategic plan 2023-2028, including outcome mapping for monitoring and evaluation, detailed implementation for year 1, and general activities for the remaining four years of the plan.
6. Recommend methodology and tools for evaluating outcomes and develop implementation tools of the strategy including planning, monitoring, evaluation and learning (PMEL) framework, fundraising and communication strategy.
7. The Consultant will lead in the presentation and validation process of the strategic plan.

4. Methodology
The Kiswahili version of a CBO's constitution and by-laws will be translated into English allowing non-Kiswahili speaking stakeholders including donors, to understand the content and utilize the documents. When developing the Strategic Plan, the following methods will be used by the consultant; -
• Documentary review.
• Situational Analysis of the area where the LOKEEN CBO operates.
• SWOT Analysis.

• Prioritization of the Objectives in the period of 2023-2028.
• Stakeholder analysis.
• Review relevant documents to ensure that the developed LOKEEN CBO strategic plan aligns with Tanzania CBO requirements.

6. Required Profile of the Consultancy
• Advanced University Degree (Master’s or equivalent) in Natural Resource Management, Environmental Sciences, Social Sciences, or a related field;
• Good research skills and experience; Excellent facilitation and presentation skills;
• Proven experience in developing organizations’ strategic plans.
• Experience in collaborating and/or working with CSO’s and Government;
• Experience in the Northern Tanzania landscape would be an added advantage;
• Ability to maintain effective working relations with stakeholders; and • Excellent writing and spoken skills in English and Kiswahili.

7. Responsibilities and Logistics
WWF Support: The consultant will report to the WWF SOKNOT office in Arusha where he/she will be provided with the necessary information including logistical arrangements that may be needed during the assignment.

Access to Office Premises and Use of WWF Materials: The Project manager will coordinate for a visit to WWF office premises. The consultant will outline the necessary materials needed, that will be shared to the consultant in accordance with WWF policies.

Field Visits: Field trips will be coordinated by WWF including informing the JUMUIYA YA LOKEEN – NATRON leaders. The consultant will take care of their logistical plans for field trips. The consultant will be expected to follow all WWF policies and code of conduct while in the field.

8. Applications
Interested and appropriately qualified (individual) consultants are invited to submit their application comprising of the following; -
• A cover letter detailing how their experience fits well with the objectives and requirements of the consultancy (maximum 1 page);
• Technical Proposal that should also include a link to the three most recent work samples demonstrating the most relevant previous consultancy work.
• Updated and customized CV, including contact details of at least two professional references;
• Financial proposal showing a detailed cost breakdown, including daily fee rate, daily allowances, direct costs/reimbursable expenses, and any applicable taxes;
• Brief presentation of the team, with CVs and functional responsibilities of the key people to be engaged in work;
• Registration and other relevant statutory/tax documents will be required from the successful bidder prior to contracting but should not be submitted at this stage.
