JOB DETAILS:
In Tanzania, with an overall population of 61 million, the 10-24 age group represents 33% of the population, of which 24% are adolescents (10-19 years). Significant progress has been made, particularly the strategic and policy levels, to promote the development of Tanzanian youth and adolescents, although there is still much room for improvement and many challenges remain, particularly those related to sexual and reproductive health (SRH). Adolescence is a time of physical and biological change, when individuals are more vulnerable to certain risks whose consequences can impede a safe and healthy transition to adulthood, including risks related to sexual and reproductive health. Tanzania has a very high prevalence of teenage pregnancy. According to the 2015- 2016 Demographic and Health Survey (DHS), the percentage of teenage pregnancies increased from 23% in 2010 to 27% in 2015. Factors such as gender inequalities, inadequate or insufficient information on SRH issues, lack of access to and use of contraceptives among sexually active youth, and lack of youth-friendly health services create barriers to accessing SRH and promote early pregnancy. Adolescent pregnancy carries health risks for both mother and child: suffering from stigma and deprivation of resources, including education (an estimated 8,000 girls drop out of school each year due to pregnancy), they are more likely to attempt unsafe abortion given the restrictive and stigmatizing law and culture in the country.

Tanzania has one of the highest maternal mortality rates in the world (524/100,000 live births in 2017), and unsafe abortion is one of its leading causes. In addition, babies born to adolescent girls in Tanzania are twice as likely to die in the neonatal period, compared to babies born to women over the age of 20. According to a 2017 World Bank assessment of gender-based violence in Tanzania, nearly 30 percent of girls experience sexual violence before the age of 18. Adverse socio-cultural practices such as early marriage and female genital mutilation, harm children and women. Tanzania is the eleventh country in the world in terms of the absolute number of women married or in union before the age of 18, 31% of girls in Tanzania are married before their 18th birthday and 5% before the age of 15, and 4% of boys in Tanzania are married before the age of 18. The average prevalence of female genital mutilation (FGM) among girls and women aged 15-49 is 10%.

In this context, Médecins du Monde (MdM) and its partners Doris Mollel Foundation (DMF) and UMATI, with their expertise in areas related to sexual and reproductive health and their knowledge of the national context, have set up a project targeting the sexual and reproductive health of young people and adolescents in the Dodoma region of Tanzania titled “TanzAfya”. Amongst many other things, this project will instrument to pass messages about good practices and risky behaviors. The overall aim of the project to improve and strengthen the sexual and reproductive health (SRH) of 13 800 targeted adolescents in mainland Tanzania and to contribute towards reducing maternal mortality and morbidity. It focuses on the reduction of gender-based discrimination and on a gender-centred approach to the attainment of the SRHR.

Objective of the Assignment
The objective is to make two short films on fictional stories featuring young and adolescent characters in order to educate them on SRH. The messages conveyed by the films will focus on a variety of themes including contraception use, menstrual health and hygiene, the fight against GBV, and the reproductive system and health. Additional themes will address the taboo surrounding SRH discussions within families, peer pressure affecting SRH choices, myths and misconceptions around SRH, lack of youth-friendly services, and unsafe sex leading to unintended pregnancies. The scenes will be developed with the participation of peer educators and youth and adolescents from the target communities to ensure that the message conveyed are adapted to the needs expressed by youth and adolescents. Films will discuss the factors that hinder free and informed access to SRH services and information. A validation of the scripts will be requested from the competent authorities prior to filming and before broadcasting. The films will be produced in Swahili with English subtitles, with the consideration of sign language for inclusivity. Furthermore, the achievements of the project will be captured through a documentary. The documentary will entail testimonies from beneficiaries, opinions on service provision, and feedback from stakeholders. This will be done at the end of year two of the project.

Scope of Work
As stated above, the consultant will be tasked to produce two short films and will be expected to travel to Chamwino and Dodoma MC to film 10 to 24 years adolescents and youth. The films are expected to reflect the themes agreed by the project team in consultation with the Health Promotion Unit of the Ministry of Health.

Moreover, the consultant will be expected to make a documentary that will include interviews with project teams, beneficiaries, medical staff, authorities, and community members. The aim of this documentary is to create a visual document that serves to disseminate the achievements of the project while facilitating its scale-up in other parts of the country.

Deliverables
a) Two short films depicting 10 to 24 years adolescents and youth access to SRH services and information.(Maximum 20 minutes)
b) One documentary with interviews from project teams, beneficiaries, medical staff, authorities, and community members. (Maximum 20 minutes)

Qualifications
Academic Qualification: Companies, Agencies, Production Houses, and the equivalent should have a team of professionals with relevant academic qualifications such as a bachelor’s degree in film Making, Journalism, Communications or any other related field of study.
Competencies: Companies, Agencies, Production Houses and the equivalent should have previous experience in production of films and documentaries with knowledge on sexual and reproductive health of adolescents 10 to 24 years, excellent technical understanding of photography and videography, and good storytellers.

Experience: Companies, Agencies, Production Houses, and the equivalent should have a proven track record in producing high-quality films (8 K) and scripts related to SRHR and documentaries.
Collaboration: Companies, Agencies, Production Houses, and the equivalent should have a proven track record of working collaboratively with stakeholders, including subject matter experts, community members, and the target audience, to ensure that the content accurately reflects the perspectives and needs of those involved.
Ethics and Responsibility: Companies, Agencies, Production Houses, and the equivalent should have a proven track record of following ethical and responsible practices in all aspects of the project, including ensuring informed consent and safeguarding the privacy and confidentiality of participants.
