General Purpose of Role
The Contractor SM is responsible for developing and implementing the social management system to deliver social performance minimum requirements and Project commitments. All aspects of a social management system consistent with externally financed Project requirements is expected, including the development of a competent team to ensure routine and effective social performance monitoring. The SM is supported by a team of Community Liaison Officers (CLO) responsible for field implementation.
SM is experienced in social risk and impact identification and management. SM is experienced in include Stakeholder Engagement, Labor Management, Land Management, and Cultural Heritage Management. The SM is also responsible identifying and managing cross cutting risk and issues including Community Health, Safety and Security, and Project Induced In-Migration (PIIM).
The SM is responsible for a office and site-social team to manage all aspects of performance during scope planning and delivery. SM is a subject matter expert leading the team of technically proficient resources that recognise and develop informed response to the social risks and impacts for each work scope and location.
The SM is responsible for ensuring the social resources interface with relevant discipline leads and field teams where social risk and impact management is integrated.
Responsibilities:
• Develops and maintains a social management system to monitor and report Contractor social performance.
• Delivers on time and complete Contractor Social Performance monitoring reports.
• Responsible for timely and effective closure of all social non conformances
• Responsible for timely and effective contribution to closure of relevant community grievances.
• Recruits and builds capacity of technically competent social team to develop, implement and self assure Contractor Implementation Plans and Procedures.
• Reviews and approves the messaging shared with relevant stakeholders, particularly project affected communities.
• Interfaces with EACOP Project H3SE team and Project Construction team on social performance matters and engaging communities to support Project delivery.
• Participates in meetings with local authorities to explain social performance, risk and impact management and respond to questions regarding performance and social management.
• Attends routine weekly meetings with Project Leadership and others as required to support Social Performance messaging.
• Understands, develops and manages implementation of a social management systems:
• Develops and implements the tools and procedures required to monitor and report social performance.
• Develops the databases to document and consolidate social performance reporting.
• Manages a team that undertakes routine (and non-routine as required) social performance monitoring, prepares social monthly reporting, and all supporting information.
• Manages issuing and tracking to closure non-conformances and corrective action implementation.
• Provides social management expertise during cross cutting / pan-project meetings, workshops, site visits and events.
• Participates in incident investigation and reporting as required (RCA etc)
• Implements Management of Change process in the event design or impacts changes require new or additional mitigation.
• Develops and internally approves all Social Management Plans and Procedures required to address all minimum requirements set forth in the relevant EACOP Contractor Control Plans
• Responsible for completion of all social elements identified for mobilisation readiness prior to start of construction activities
• Participates in meetings to address social performance matters arising and drive performance improvements
• Leads ongoing training, capacity-building, opportunities to expand skill-sets and competencies to enhance performance within the team.
Qualifications/Experience required
• Advanced degree in Social Sciences, Social Policy, Social Anthropology, Environmental Science or a related discipline
• A minimum of 15 -20 years professional experience including 10 years in social performance and compliance assurance preferable within the extractives or construction industry
• Professional experience leading the interface with and undertaking field oversight of construction contractors and field teams according to social performance requirements
• Practical understanding and experience of construction related activities including land access, excavation, site management, monitoring, and remediation
• Proven ability to mentor, coach and supervise/manage large teams required
• Management/coordination experience of investor financed Projects compliant with the International Performance Standards on social performance and reporting requirements, required
• Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, and industry partners
• Proven ability to multitask, work independently, manage significant workload and competing demands whilst meeting deadlines
• Negotiation and conflict management skills
• Excellent computer; report writing and analytical skills
• Fluency in English (written and spoken) required, Swahili an advantage
