We are seeking to recruit a Deputy Chief of Party for a five-year USDA project that is designed to develop and transform small and medium enterprise (SMEs) poultry value chain into sustainable commercial business in Tanzania. The project will strengthen the feed sector and incorporating climate smart technologies; Improved animal health management practices; Capacity building in agricultural finance services; and strengthen of the extension and service providers. The positions will be based at the project office in Mbeya, Tanzania.
Job Summary
The DCOP will provide expertise on best practices, specific research, developing regulations, and local context. S/he will serve as the primary liaison with project technical leads, other implementing partners working in Tanzania, and LWR’s headquarters, and relevant project stakeholders fostering collaborative working relationships. S/he is responsible for the day-to-day direction of the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The DCOP will assume the responsibilities of the COP in the absence of the COP. S/he will take a technical leadership role in coordination with key stakeholders and other implementing partners, including numerous government institutions and representatives, the private sector, and civil society partners to ensure that agricultural transformation interventions contribute towards outcomes in line with regional and global best practices. Ensuring effective implementation of the project and working closely with the program implementing partners and the COP to ensure adaptive management of the project takes place will be key to the role. A collaborative mindset and willingness to invest in the long-term success of local institutions and entities (public, private, and civil society) also will be key. The DCOP will also ensure that all management and grants management systems, from technical to MEL to finance, actively support timely and accurate project reporting and cost effectiveness for successful implementation of the project. S/he will contribute to ensuring compliance with Corus’s policies and procedures and USDA rules and regulations, including responsibility for ensuring sub-awardee and grantee compliance and monitoring the quality of program implementation. The competencies required to be successful in this position include a theoretical and practical understanding of poultry practices and market systems, personnel, project and grants management skills; the ability to motivate and lead technical teams; and the demonstrated ability to operate at advanced levels of authority and accountability for achieving results.
The position will be based in Mbeya, Tanzania and will report to the Chief of Party. The DCOP will be expected to visit project sites. Tanzanian nationals are highly encouraged to apply.
Key Roles & Responsibilities
• Provide overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe.
• Liaise with USDA, partners and other donors, as well as implementing partners, Government of Tanzania and private sector stakeholders, to ensure coordination of and harmonization with other relevant livestock response mechanism, private sector engagement, and USDA activities in Tanzania.
• Lead technical project teams to ensure program tasks, deliverables, and responsibilities are met; staff management includes hiring, supervising, and mentoring project staff.
• Oversee project deliverables, including ensuring report preparation and high-quality timely submission, and ensuring cross-cutting issues are effectively integrated into project implementation.
• Coordinate preparation of annual work plans, project activity updates, grants management, and other project-related communication and reporting materials.
• Ensure compliance with USDA rules and regulations, working with the headquarters grants and contracts team.
• Collaborate with the COP and HQ senior management team in support of maintaining project objectives, evaluate program effectiveness, and determine corrective action needed to achieve objectives
• Coordinate with key staff/component leads and partners in carrying out activities in accordance with the work plan and timelines for deliverables
• Provide technical leadership on one or more of the following topics: poultry productivity and processing, poultry feed, and access to finance, private sector investment, business model development for small-scale entrepreneurs.
• Support MEL team on the development of strong monitoring, evaluation and learning mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation
• Define strategy, iterate, and ensure sub-recipient partner buy-in and adherence to the overall technical approach and implementation
• Provide oversight of implementing partners, fostering a positive and collaborative working environment inclusive of both local and international partner organizations towards program objectives
• Together with the COP and the technical implementation team, take a lead role in the development of the annual workplan and review of the existing performance monitoring plans; manage effective monitoring, evaluation, and reporting systems to achieve results; and liaise with internal and external program evaluation technical staff and consultants
• Supervise program staff and manage sub-recipient partners and grant recipients in coordination with the COP and the Grants and Compliance Senior Manger
• Build staff capacity through on-the-job training and mentoring in consultation with the COP
• In coordination with the COP, represent the project in public and professional circles and during donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed
Qualifications & Experience
• Master’s Degree (minimum), or a Doctorate (desirable), in agriculture with a focus on poultry, entrepreneurship, or other relevant field.
• Minimum of 8 years’ experience in the implementation and management of international donor/USDA or USAID funded projects, with knowledge and experience related to value chain development and market systems highly preferred.
• Substantial experience, combining building capacity and/or mentoring on these topics in a developing country context, preferably Tanzania.
• Demonstrated experience in developing and maintaining strong relationships with donors such as USDA or USAID, government agencies, other international donor agencies, and private sector stakeholders.
• Experience building the capacity and collaborating and coordinating with local and national host government agencies and non-government organizations to achieve USG’s goal of localization, and aligning program activities and results with national strategies.
• Demonstrated leadership and management qualities, including leading and motivating a multidisciplinary (technical, management, and evaluation experts) team for complex programs in resource-constrained countries; prior experience as a DCOP for USG-funded projects similar in scope and size is preferred.
• Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences; demonstrated ability to lead multi-disciplinary teams.
• Knowledge of and experience with USG rules and regulations required.
• Deep knowledge of the political, social, and economic context of Tanzania required, with experience working in Tanzania preferred.
• Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse public and private partners.
• English fluency with professional proficiency in writing required; knowledge of Swahili is an asset.
• Ability to travel to project sites as needed within Tanzania.
