JOB DETAILS:
The Deputy Chief of Party for Health and Cross-Cutting Components (DCOP-HCC) will work with the project Chief of Party (COP) to provide technical and administrative supervision and support to project teams responsible for:

Integrated population-health-environment (PHE),

• Roots and Shoots Initiatives in schools (R&S)
• Communications,
• Data and knowledge management (DKM),
• Gender equity and social inclusion (GESI).
The successful candidate will effectively support the implementation of these key components of the project; provide guidance and assistance in reporting, documentation, and knowledge management; support monitoring and evaluation; and liaise with donors and partners. Finally, the DCOP-HCC will promote an atmosphere of trust and mutual respect internally with staff and externally to partners.

Essential Functions:
• Provides support in the strategic direction and implementation of the overall technical vision for Population-Health-Environment (PHE) activities, Roots and Shoots support and the 3 cross-cutting components: Communications, Data and Knowledge Management (DKM) and Gender equity and social inclusion (GESI) (30%).
• Manages the PHE and the other cross-cutting technical components of the project, provides programmatic leadership and oversees the planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives. Ensures integration of PHE and conservation for enhanced project outcomes.
• In addition, this position will lead the implementation of the project Environmental Mitigation and Monitoring Plan (EMMP). EMMPs ensure that the ADS 204.3 requirements for incorporating and monitoring appropriate environmental mitigative measures are included in project implementation.
• Ensures results-oriented technical components and high-quality and timely deliverables and reports, focusing on synergistic coordination of all technical areas.
• Develops and modifies the technical work plans and budgets as necessary.
• Ensures technical compliance with USAID rules and regulations.
• Work in close collaboration with DCOP Conservation and Livelihoods (C&L) in advancing program goals and objectives.

Manage relationships with peer organizations and the Government of Tanzania 20%
• Coordinates activities with other agencies and closely collaborates with key staff on implementing activities.
• Maintains positive relationships with peer organizations and the Government of Tanzania.
• Organizes and facilitates Quarterly Stakeholder Review meetings and other ad hoc meetings with stakeholders as necessary.
• Manage and lead program teams 30%
• Visits the field regularly and provides direction and support for PHE and Cross-cutting activities.
• Ensure the safety of the team at the workplace.
• Promote team building.
• Informs the Chief of Party of progress, issues, challenges and concerns; makes recommendations; and implements decisions.
• Assists with recruitment for project positions and orientation and deployment of new staff. Identifies and utilizes opportunities to improve the technical capacity of staff and provides technical assistance backstopping when required.

Budget and Financial Management 20%

• Ensures, in coordination with the DCOP C&L, accurate and timely technical reports to USAID and JGI management.
• Assists in managing grant/project budget within approved spending levels. Ensures grant/project expenses are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations. Supports auditing procedures as needed.
• Assists in monitoring grant management and subcontracts, and meets with NGO subcontractors regularly for updates, planning, and problem-solving.
• Collaborates with Grant Manager in the review of funding allocation and utilization.
• Assists with property and equipment acquisition, disposition, and management in compliance with donor requirements.
• Other relevant tasks as assigned by the JGI Chief of Party or his/her designee.

Requirements
Minimum Qualifications:

• Master’s degree in a relevant discipline (Health, Gender, Communications, Community Development, etc).
• At least 5 years of management experience in a related sector.
• Experience working on projects that integrate different sectors together, especially health and biodiversity conservation.
• Experience on USAID-funded projects.
• Experience with USAID EMMP development and implementation.
• Experience working in Tanzania or East Africa is preferable.
• Fluent English and Swahili, written and oral communication skills.
